The steady-state treatment of forestry in CGE models

This paper provides a critical examination of the implicit assumption in steady-state forestry modelling, particularly those employed in CGE models. That is, forests are characterised by steady-state conditions. Therefore, a conceptual model is developed to examine if there is a tendency for forest areas to reach some sort of steady-state. The results from the model simulations show that steady-state does not characterise forest areas. Steady-state is reached after a long period of time, say, 200 years or when a sustainable harvesting regime and regeneration activities are constantly applied and formulated to maintain a set timber volume target.

Deforestation in the Philippines: a different perspective

This paper provides a different perspective on examining deforestation in the Philippines. The traditional view is that population growth and poverty are the main causes of deforestation. Given the fact that deforestation is a complex process, these factors might have contributed to the problem with deforestation in the late 1980s. However, the massive forest exploitation and excessive annual allowable cuts, which went on for at least 50 years, would have had significant implications for the process of deforestation in the Philippines, coupled with weak reforestation efforts.

Australia has 147.4 million hectares of native forest areas which includes 48.4 million hectares of closed forest and open forest (Bureau of Rural Sciences [BRS], 2010). Some 103 million hectares of native forest areas are either privately owned or leasehold while the balance is multiple use forest (9.4 million hectares), conservation reserves (22.4 million hectares) or other categories of public ownership (12.4 million hectares).
