Este artigo tem como objetivo discutir um processo pouco examinado do ponto de vista da administracao publica: a criacao de um Ministerio. Por meio da narrativa da criacao da Secretaria Especial de Politicas de Promocao da Igualdade Racial (SEPPIR), em marco de 2003, sao discutidos os percalcos para a sua criacao e suas implicacoes para as politicas publicas. Assim, o artigo se debruca sobre as razoes para a criacao de Ministerio como resultado de acomodacoes das tensoes sociais para alem das coalizoes politicas, impactando no desenho das politicas publicas. A partir de documentos publicos e entrevistas com atores com participacao ativa no processo, discute-se como o processo de cooptacao permitiu ao governo acalmar algumas tensoes sociais que enfrentava. Entretanto, o cooptador tambem sofreu transformacoes, a institucionalizacao de um novo lugar para a construcao das politicas publicas de combate a desigualdade racial.This article discusses a little examined process in Brazilian public administration literature: the creation of a Ministry. The mishaps of the constitution of the Special Secretariat for the Promotion of Racial Equality Policies (Seppir) in March 2003 and its implications for public policy design are discussed through the narrative of its creation. Thus, the article examines the reasons for the creation of this ministry as a result of the accommodation of social tensions beyond political coalitions, which impacted public policy. From public documents and interviews with actors with active participation in the process, this paper discusses how the co-optation process allowed the government to accommodate some social tensions it faced. However, the co-optant also suffered changes with the institutionalization of a new place for the construction of public policies to combat racial inequalityThis article discusses a little examined process in Brazilian public administration literature: the creation of a Ministry. This teaching case describes a conflict involving a mining company, a civil society organization and the community affected by the companys operations. Although the focus is on the manager of the Brazilian multinational, the case leaves room for reflection on the performance of any of the characters. The data was collected from documents and on-site interviews, and the case is directed to management students, Public Administration students and International Relations students, especially on the issues of business and human rights, corporate social responsibility, corporate citizenship and international business. Over the last year, two significant books have been published which seek to consolidate the neoinstitutionalist approach to organization studies. In this review section, we provide firstly a contextualization of these books (Glenn Morgan) and secondly reviews of these books–the first by Tim Edwards of The Institutional Logics Perspective Thornton, Ocasio and Lounsbury ; the second by Marcus Vinícius Gomes of A Theory of Fields by Fligstein and McAdam. We are conscious that these books are already being heavily debated, both on blogs (see references below to the debate between the authors of the two books on OrgTheory.net) and in the pages of other journals (such as Friedland’s extended review of Thornton et al. in the electronic journal M@n@gement). The authors of these two books clearly see them as major statements both of the key concepts in neoinstitutionalism and of the way to do neo-institutionalist analysis of organizational phenomena. They aim to influence the field and particularly doctoral and early career researchers by providing a route map on how to engage productively with this approach. It is only right therefore that their claims should be carefully scrutinized as we attempt to do in this contribution.
