This article discusses the possibilities of the Participatory Budget (PB) to expand the democratization of the public management and to effectively intervene in the allocation of municipal resources. It starts from the theory of the participatory democracy and the from PBs history in Brazil to analyze the experience of Vitoria da Conquista, Bahia. Using documentary research, interviews, direct observation and questionnaires to the delegates of the IX Congress of Vitoria da Conquista PB (2011), we conclude in this article that this experience partially contributed to the democratization of the municipal management, since it was not considered a forum of effective participation of the population in the definition of public policies and in the application of municipal resources.This article discusses the possibilities of the Participatory Budget (PB) to expand the democratization of the public management and to effectively intervene in the allocation of municipal resources. Esse trabalho tem como objetivo discutir o acesso da populacao situada nas menores faixas de renda ao PMCMV, tendo como exemplo a experiencia dos Sem Teto em Salvador. O trabalho discute se o referido Programa e um exemplo de autonomia ou de captura do Estado e conclui que o PMCMV, de forma ambigua, torna possivel o acesso a casa propria para a populacao pobre, porem agrava problemas relativos a insercao produtiva dos contemplados, deixa intocada questoes estruturais relativas ao acesso a servicos e a terra urbana e coloca em primeiro plano os interesses da industria da construcao civil, setor estrategico no pacto neodesenvolvimentista em curso no pais. Com base em uma proposta metodologica de triangulacao, o texto se fundamenta em dados, documentos oficiais e pesquisa empirica, tendo como referencias teoricas o institucionalismo historico e a Escola de Frankfurt, que consubstanciam a discussao sobre Estado e politica publica.
