Towards a better estimation of agricultural supply elasticity: the case of soya beans in Brazil

Brazil is a major exporter of several agricultural commodities and has shown strong interest in agricultural trade negotiations. For several commodities, trade liberalization is expected to be followed by farmgate prices increase and to boost domestic production. However, in a country as big as Brazil, possible supply responses to price increase will probably strongly differ from one region to another. This article focuses on soya beans for which Brazil became a top exporter. The panel data technique is used to estimate the soy bean supply response at national and regional level. Soya bean supply is shown to be very price elastic. Moreover, soya bean supply own price elasticity is much higher in the Center-North regions than in the South of the country. Substitution between livestock and soya bean is also very significant in the Center-North region. World agricultural trade models should take account for such regional variability of soya bean supply elasticity. The results also allow us to discuss the issue of soya bean expansion at the Amazon border.

New forms of private governance are being implemented to mitigate the negative consequences of large-scale agricultural investments. These strategies encompass corporate social and environmental responsibility (CSR) and responsible investment, voluntary standards and sustainability certifications, moratoriums, and ‘zero deforestation’ agreements. What is the real effectiveness of these mechanisms that are based on environmental and social commitments by global value chains? Can these strategies enable a transition from an economy based on agricultural frontiers to one that is more sustainable and integrated territorially? How do these private-sector strategies fit into governmental regulatory frameworks?

Gérer les forêts dégradées, une nouvelle priorité en Amazonie brésilienne

En Amazonie bresilienne, les forets degradees dominent les paysages des fronts pionniers. Un grand defi attend desormais cette region : stopper la degradation et gerer durablement ces forets. Les forets degradees representent aujourd’hui une categorie de foret a part entiere. Elles peuvent neanmoins jouer un role majeur pour lutter contre le changement climatique. Elles peuvent aussi contribuer a un meilleur fonctionnement ecologique des territoires. Developper des politiques publiques visant le double objectif de reduire la degradation et de valoriser ces forets implique un appui fort de la recherche. Dans ce Perspective, nous mettons l’accent sur quatre priorites de recherche : developper des methodes de caracterisation et de suivi des forets degradees, elaborer des plans d’amenagement specifiques, comprendre le role joue par tous les acteurs sociaux et accompagner les politiques a l’echelle territoriale.

Coca et violence : le témoignage du Alto Huallaga au Pérou

Apres la Colombie et avant la Bolivie, le piemont andin peruvien a ete faconne par l’alliance entre le narcotrafic et le terrorisme. L’histoire du Alto Huallaga montre comment l’agriculture familiale a bascule a la fin des annees soixante-dix dans une production massive de coca, et comment s’est constituee une filiere organisant les migrations de paysans depuis la Sierra et de la Costa vers l’Amazonie, pour y etre planteurs de coca, et exportant vers le premier monde le produit fini. Cela fut aussi favorise par la transformation de la guerilla du Sentier lumineux en mouvement terroriste a la solde du narcotrafic et par la forte implication dans le systeme mafieux de leaders politiques comme du systeme bancaire national et international. Puis, dans les annees quatre-vingt-dix, l’Etat s’est lance dans une guerre impitoyable contre le narcotrafic, detruisant plus de 80 % des surfaces de coca. La violence des affrontements a ete telle qu’aujourd’hui chaque famille compte des morts, tandis que l’espace est en grande partie deforeste et les terres tres degradees. Pourtant, rien n’est joue, et d’autres cultures illicites ne demandent qu’a remplacer la coca, utilisant des filieres similaires.
