A "era das diretrizes": a disputa pelo projeto de educação dos mais pobres

Este articulo examina criticamente la propuesta de actualizacion de los lineamientos curriculares nacionales de formacion profesional secundaria tecnica reportado en el Consejo Nacional de Educacion por el profesor Francisco Cordon, centrandose en los siguientes aspectos: la CLAVE como el nucleo de las directrices propuestas, concepciones del plan de estudios en disputa en la formacion profesional, el problema de la teoria y la practica, la flexibilidad y la fragmentacion en el plan de estudios modular, la interdisciplinariedad. Para ello, inicialmente toma el significado de las directrices de la educacion basica de la legislacion en Brasil y la incorporacion del plan de estudios en la area de Trabajo y Educacion, ya que se convierta en un instrumento de la sociedad politica y cultural en el contexto de la crisis del capital. Tambien se ocupa, en oposicion a la propuesta, de los principios alternativos descritos en el documento elaborado por la sociedad civil y concluye sobre la importancia del concurso para la educacion de los trabajadores en Brasil como un medio de construccion de contrahegemonia.

Cobertura municipal da educação profissional via regime de colaboração: uma prática possível? *

The article discusses the difficulties of commitment of the public municipal education system with the local demands for Professional Education, taking in consideration the possibility to do it through a Contribution Regimen among the federate beings. In order to demonstrate these reflections, the article shows some of the results of a research conducted in various municipalities of the State of Rio de Janeiro. As a general result we conclude that the Government Cooperation through the Contribution System is still timid and fragile when it comes to professional education, creating space for the private sector (the S System as Senai, Senat among others) to fill this gap. On the other hand, the scientific production in this field is in its early stages, making it difficult to understand the role of Professional Education in the scope of the educational systems, mainly in the municipal sphere as an object of cooperation among the federate beings.
