How good are voters at sorting out the weakest candidate in their constituency

Abstract The paper examines voters’ capacity to determine which of the three main parties (the Liberals, the Conservatives, and the New Democratic Party) was weakest in their constituency in the 1988 Canadian election. We find that half of the voters correctly identified the party that would finish third in their constituency. Voters who did not identify with the third party and who were well informed were generally able to predict correctly which party would finish third. The rational expectations condition did not hold so well among other subgroups of the electorate.

Which Matters Most? Comparing the Impact of Issues and the Economy in American, British and Canadian Elections

The objective of this study is to assess and compare the relative impact of issues and the economy on the vote in democratic elections. There is a rich and vast literature dealing with issue voting and an equally impressive literature concerning economic voting. For the most part, however, these amount to two separate streams of research. Relatively little attention has been paid to where these literatures overlap and less still to the simple but basic question: which matters most, the issues or the economy? The main debate in the issue voting literature recently has been between the directional and proximity models. That debate, engaging both technical and conceptual issues, has focused entirely on how issues play in an election, whether voters prefer the party that is closest to their own position or the party that is the strongest defender of their side on an issue. The question of how much issues affect the vote, however, has been neglected. Indeed, both the proximity and directional schools implicitly agree that issues matter, and so challenge the Michigan schools strong scepticism on the import of issues. Given that the difference between the two models is often quite small, a more fruitful line of investigation might be to return to the equally fundamental ‘how much’ question.

Informação política e atitudes sobre gastos governamentais e impostos no Brasil: evidências a partir de um experimento de opinião pública

Abstract: We know that Brazilian citizens, just like those living in other democracies of the world, know very little about politics. We know less, however, about the consequences of political ignorance on the democratic process? Some scholars argue that the lack of political information has minimal effect of people’s political attitudes and behaviors. Others, however, claim that the effects are substantial. In this paper, we examine this question using a survey-experiment conducted in Brazil in 2004. Specifically, we explore how information about the federal government affects attitudes toward government spending and taxing policies. The experiment has a control group and a treatment group where subjects in the latter were provided political information before measuring their preferred level of government spending and taxing. Results indicate that those who received political information tended to prefer less government spending and taxing, as compared to those who did not receive any information. These results carry important implications for the democratic process because they indicate that a more knowledgeable Brazilian electorate would hold different political preferences.

Ideologia e comportamento político no eleitorado brasileiro

En este articulo se analiza el papel de las ideologias de izquierda y de derecha en el comportamiento politico del electorado brasileno, centrandose en la constriccion que se espera que estas ideologias generen sobre las preferencias politicas. En otras palabras, se mide si el votante estructura sus actitudes politicas en consonancia con la ideologia de la que pretende ser adepto. Utilizando datos de la encuesta del Estudio Electoral Brasileno (Eseb), los resultados indican que una parte significativa del electorado de Brasil no se ubica ideologicamente. Peor aun, la ideologia declarada por unos cuantos votantes no constrine sus preferencias politicas. Sin duda, la gran mayoria de los votantes no conocen la complejidad que implica el antagonismo programatico de ambos lados del espectro ideologico. Concluimos, por tanto, que las ideologias no son importantes para el comportamiento politico del electorado brasileno.

Institutions and attribution of responsibility outside the electoral context: a look at French semi-presidentialism

Some institutional arrangements may be undesirable for democracy by obscuring which political actors are to be held responsible for failed or successful policies and bad or good macroeconomic performances. Much of the work in the area has focused on whether institutions affect the ‘clarity of political responsibility’ and the ability of voters to punish or reward, in turn, governments and elected officials. Not much has been said, however, about the assignment of responsibility outside the electoral context, for a broad range of policy areas. This paper explores these questions in the context of French semi-presidentialism. It demonstrates that the French public is surprisingly quite responsive to the demands imposed by their political system by adjusting reasonably well their evaluations of both actors of the executive in light of major political events and changes in the economic conditions when the circumstances clearly indicate which of the two is ‘in charge’. At other times, however, this particular institutional arrangement obscures instead political responsibility.

Mecanismos de difusão de políticas sociais no Brasil: uma análise do Programa Saúde da Família

Nas ultimas decadas, os estudos de difusao de politicas tem recebido grande atencao, especialmente nos EUA e na Europa. Estas pesquisas identificaram o papel dos fatores internos (caracteristicas endogenas) e externos (caracteristicas exogenas) para explicar fenomenos de difusao de inovacoes politicas. Os eventos de difusao, no entanto, tambem estao proximamente relacionados a questao temporal haja vista que muitas vezes as adocoes ocorrem devido a existencia simultânea de fatores em grandes intervalos de tempo. Neste trabalho, propomos explorar a difusao de politicas sociais de saude no Brasil. O artigo inova ao analisar conjuntamente o papel dos fatores internos e externos usando uma unidade de analise nao convencional para o campo de estudos, ou seja, governos locais. Para a analise e importante notar que a Constituicao de 1988 reconhece os municipios como jurisdicoes autonomas, dando-lhes a prerrogativa constitucional para adotar ou nao uma politica social do governo federal. Que fatores determinam a difusao do Programa Saude da Familia? Para responder essa questao aplicamos a metodologia Event History Analysis utilizando dados para cerca de 5.560 municipios no periodo 1997-2010. Os resultados demonstram que competicao politica e ideologia influenciam a difusao horizontal e vertical entre os municipios. Surpreendentemente, eleicoes municipais tambem influenciam a emulacao da politica.

Neste artigo sao testadas diferentes hipoteses derivadas da literatura especializada nacional e internacional sobre o efeito da estratificacao e mobilidade social nas atitudes politicas e seus atributos no Brasil. Sao usados dados do Barometro das Americas, rodada de 2012, pesquisa de opiniao publica domiciliar com amostra representativa da populacao brasileira. Ao articular a literatura sobre classes sociais com a de psicologia politica, o artigo interlaca duas vertentes teoricas que raramente dialogam para melhor especificar a potencial diferenciacao comportamental por classes sociais e por padroes de mobilidade social. Assim, enfocamos variacoes tanto no conteudo substantivo das opinioes de distintas classes, como tambem exploramos as distincoes nos atributos das atitudes como nao opiniao, extremismo e heterogeneidade. Os achados demonstram um certo exagero da literatura brasileira atual em diferenciar a nova classe media das demais.
