ABSTRACT This study addresses the concept of smart governance in the context of smart cities, with a focus on analyzing the phenomenon of smart collaboration. Relying on the existing collaboration and participation concepts in the smart city domain, an empirical analysis was undertaken of how ICT can promote collaborative governance and increase the participation and engagement in government. The multiple case studies focus on three cities in Brazil that run municipal operations centers in an effort to “become smarter”: Rio de Janeiro, Porto Alegre, and Belo Horizonte. Interviews with directors, managers, and technicians shed light on the contribution that ICT makes in promoting an environment of collaboration in the government. The findings have revealed that ICT has an important role in supporting information sharing and integration between government agencies and external stakeholders, including citizens, especially in developing countries.

O Business Service Provider (BSP) e uma forma de terceirizacao com alto nivel de delegacao que envolve muitos fornecedores, exigindo controles efetivos, sob pena de o servico ser interrompido. O objetivo deste artigo e definir um conjunto de elementos, a partir do COBIT - Control Objectives for Information and related Technology-, para melhor gerenciar e controlar uma operacao BSP. A pesquisa e exploratoria, com painel de especialistas em dois momentos distintos e estudo de caso. Os resultados mostram um conjunto de dez processos do COBIT prioritarios para controle e acompanhamento pelas organizacoes, definido por especialistas e refinado em um estudo de caso.

The objective of this work is to identify the characteristics of the initiatives in distance learning via the Internet in major private Brazilian companies. To do so, 12 Human Resource professionals from major companies involved with distance learning via the Internet were interviewed. The results of the research comprise a description of the characteristics of the initiatives, such as the structure of the courses, their respective target-audience, the technology used, assessment methods and other aspects.

In recent decades, major changes in the business scenario were followed by evolutions in Information Technology. Companies faced increasing challenges to align and integrate IT and the business, aiming to ensure that IT supports the development of the business and innovation. In this context it becomes important to study the skills of the Chief Information Officer (CIO). The objective of this research was to identify the skills required from CIOs now-a-days. Initially, these skills were compiled from eight national and international publications, and a classification was developed and refined through a focus group, involving eleven experts from the market and academia. The research led to a list of skills grouped into six dimensions: behavioral characteristics (9), interpersonal skills (5), strategic vision (5), technology vision (5), processes and management techniques (8) and business vision (6). The contribution of the research is the grouping, organization and validation of a set of needed skills for IT managers which are applicable to the Brazilian context. Considering the difficulties in aligning IT to the business reported in several studies, the high cost and complexity of IT and the fact that the modern CIOs increasingly play a role as a senior executives, the results of the study can help organizations understand the professional profile suitable for the employee to take over the CIOs role, so that IT can make an effective contribution to the organization.

O artigo analisa os elementos que determinaram o sucesso de um empreendimento derivado da inovacao gerada a partir da interacao universidade-empresa. Ele relata um estudo de caso junto a Zero-Defect, spin-off de destaque no mercado de teste de software, que iniciou suas atividades em 2004, na Incubadora Raiar, localizada junto ao Parque Tecnologico da PUCRS (TECNOPUC). 1,9 milhoes. A coleta de dados foi feita por meio de entrevistas semiestruturadas, observacao participante e analise de documentos. As entrevistas foram realizadas com o nivel estrategico da empresa, com representantes da incubadora e do parque tecnologico. O estudo aborda todo o desenvolvimento da Zero-Defect, desde a sua concepcao. Os resultados contribuem para a compreensao das condicoes necessarias para que a interacao universidadeempresa possa ser efetiva e destacam os elementos que resultaram no sucesso do novo empreendimento: espirito empreendedor, identifi cacao da core competence, inovacao em processos e produtos, interacao com o conhecimento academico, proximidade dos clientes (dentro do parque tecnologico) e visao estrategica.

Considering the complex and dynamic challenges of the digital age, a holistic perspective is important for continued development of governance. This ongoing research addresses the following question: Which factors are related to the design of smart city initiatives in a holistic perspective? Therefore, this article aims to develop a multidimensional framework of smart city governance initiatives, considering aspects of the sociotechnical approach. To explore and illustrate it this study takes the perspective that by improving the quality of life and working on the changes in government workforce through technology the results from smart city initiatives will include holistic factors of the urban system. The contribution of this study is the extending of smart city research in a sociotechnical view.

In the context of Information and Communication Technology (ICT) for development (ICT4D) the capability approach raises questions about the best way to generate human development outcomes through governments’ implementation of ICT, encompassing specific demands of the people. Considering that quality of working life was an emergent value for the sociotechnical supporters and could foster human development, this perspective can also be used to explain the use of ICT in government. This research proposes a conceptual model to explain how governments’ implementation of ICT contributes to improved human development through a sociotechnical perspective and its alignment with users’ needs and expectations. The contribution of this study is the extending of the ICT4D research in a sociotechnical view and its impact in human development. By including the social context in the model, it emphasizes the differences between countries in different levels of development, the differences between users’ demands and the differences in human development outcomes. This theoretical paper aims to study the relationship between user resistance and information systems. Markuss approach is the foundation of this study and its three dimensions - people, systems, and interaction - are the basis of theoretical construction and central explanation of the phenomenon. Starting by presenting case studies involving each dimension, the study aims to demonstrate the importance of the author’s work, connecting the three dimensions with acceptance models of information systems such as the Technology Acceptance Model, TAM, Unified Theory of Acceptance and Use of Technology, UTAUT and the Theory of the Status Quo Bias. Project Management and Strategic Management are two subjects with high importance in the corporate environment, although they are usually treated separately in organizations. However, for Westphal et al. (2008) one of the ways to link project management and strategy is through project management maturity, and to achieve this maturity requires a series of actions that can be characterized as critical factors (Rabechini Jr. & Pessoa, 2005). Other way to obtain this link is though the strategic map concept that, according with Kaplan and Norton (2004, p.10), “represents the lost link between the strategy formulation and the execution”. Through this study aims to evaluate the applicability of a strategic map considering the critical factors perspective to the project management maturity, proposed by Silva Jr. e Luciano (2010). For reach it, it was realized a qualitative and exploratory approach case study in a large enterprise financial company, where were applied three interviews guides to nine different professionals – considering three managers, three project managers and three functional managers. It was created a graphical representation standard regarding the possible situations for the strategic objectives applicability of the proposed map in case study.
