Análise de citações utilizadas em ADI: 10 Anos de anais digitais do enanpad (1997-2006)

After 10 years of digital proceedings for Enanpad (the largest academic business conference in Brazil), this would seem to be a good time to evaluate how its Information Management field is performing. The fact that all papers published in the proceedings during this period of time are available in electronic media makes it easy for studies to be carried out that use that huge amount of available electronic data. This paper presents the findings of a quantitative study that involved handling the data contained in 9.289 references included in the 339 papers published in the proceedings of the Information Management field in Enanpad, from 1997 to 2006. Amongst the most significant results is the identification of the authors, universities, journals, publishers and scientific events that inspire researchers in the IS field in Brazil.

Porto Alegre: a Brazilian city searching to be smarter

This article presents the findings from the first-round analysis of some initiatives in Porto Alegre, capital of the State of Rio Grande do Sul (Brazil), following the Smart Cities Initiatives Framework from Chourabi et al. In order to do that, secondary data from official websites and other available and reliable information sources are examined. The data collected combined with the framework factors of smart cities provide a faithful overview of the evolution of Porto Alegre as a city searching to be smarter. The objective here is not making a deep analysis of these initiatives. Instead, this paper aims at giving an overview of the several initiatives taking into account the eight factors produced by the members of the Smart Cities and Service Integration Project research team. The findings demonstrate the potential and the needs of further studies into some of these initiatives by using the interview protocol developed and already used in semi-structured interviews made by this group. This preliminary analysis may lead to the conclusion that the city has fully achieved the requirements of a smart city. However, since most of second data come from official sources that could be considered overly positive.

A smart city initiative: a case study of Porto Alegre 156

Many cities around the world are investing in smart ways to manage the problems associated with urbanization and agglomeration of people. The challenge is how to implement initiatives to attend citizens necessities aiming a better quality of life. The purpose of this paper is to describe the 156 Speaks Porto Alegre, channel driven to citizen municipal demands, and investigate its integration and relationship with the eight dimensions of the Smart City Initiatives Framework: technology, management and organization, policy context, governance, people and communities, economy, built infrastructure, and natural environment. The main findings show that coordination between agencies and departments are needed to achieve citizen better quality of life. They also demonstrate that the use of the right technology is really important and a smart city initiative must have mobility and easy interaction with citizen. Finally, interdepartmental collaboration and cooperation are considered central issues to achieve initiatives objectives.

Information Technology Governance Practices Adoption through an Institutional Perspective: The Perception of Brazilian and American CIOs

Information Technology Governance (ITG) has gained prominence in the organizational scenario specially because the need better management of IT assets. This article searched to understand how the incorporation of certain practices takes place using the institutional lens for structuring and analysis. The objective is to identify the influence of institutional factors in the adoption of ITG practices. A semi-structured interview guide with qualitative objective was administered to Brazilian and American CIOs. The answers from the IT executives in Brazil and the U.S. made it possible to identify the presence/absence of isomorphic mechanisms in the adoption of the practices. The results indicate that the Brazilian and the American CIOs have similar perceptions about the adoption of ITG practices. Both believe that the pressures are usually derived from the external environment, and may come from institutionalized practices, from professionalization of the field, and from models to be followed.

Produtivismo acadêmico baseado em uma perspectiva habermasiana

This article argues that the issue of ethics in academic practice must receive the same attention dedicated to it in other professional practices. In fact, a difficulty faced in the debate concerning ethics in academic practice is the attitude of disregarding that the latter also consists in a social practice, conditioned by the same problems faced by contemporary society, especially in its economic dimension. Thus, this paper discusses Utilitarianism in academic practice, having Jurgen Habermas’s discursive ethics framework as a basis, and exploring some concerns about Brazilian academic productivism. Methodologically, the theoretical essay format is used as an argumentative procedure in order to build a less formal and more provocative text, instigating reflection and debate, within the scenario, on the indicated issues. Specifically, we notice the problem of quantitative appreciation of production without regard to the quality of academic work as an attempt to measure academic activity, as well as a lack of adequate reflection about the ethical and moral values encompassing the scientific and educational activity in Brazil. At last, to illustrate the perspective presented, we resort to hypothetical situations of academic practice, and make conjectures about four correlations between its pragmatic framework and ethical issues, taking into account the Habermasian construct of strategic action.

Building understanding of municipal operations centers as smart city' initiatives: insights from a cross-case analysis

Cities around the world have been facing complex challenges from the growing urbanization. The increase of urban problems is a consequence of this phenomenon, added to the lack of policies focusing in citizens well-being and safety. Municipal operations centers have played an important role in response of social events and natural disasters as a way to address the urgency and dynamism of urban problems. This research aims at analyzing the main dimensions and factors for implementing municipal operations centers as smart city initiatives. In order to explore this phenomenon it was conducted an exploratory study, based on multiple case studies. The empirical setting of this research is determined by municipal operations centers in Rio de Janeiro, Porto Alegre and Belo Horizonte. The research findings evidenced that the implementation of the centers comprises technological, organizational and managerial factors, in addition to political and institutional factors. Increasing smart cities governance is the main result from the initiatives.

GOVERNANÇA DE TI NA PRESTAÇÃO DE UM E-SERVIÇO PÚBLICO

Decision making for technology adoption in government is influenced by the principles and strategic objectives of the organization, which are ruled by the governance structures in governments. This paper seeks to analyze the perceptions of business managers and IT managers about the structure of IT governance use in decision making for the provision of a public e-service. In order to achieve that, we analyzed the provision of a public e-service, CAPES Portal of Journals, and the IT governance structure of the public institution for the provision of that service. Considering the qualitative and exploratory approach adopted for the research, we opted for a single case study. Semi-structured interviews and documentary analysis were used for data collection. It was identified that the decision making process for the deployment of a public e-service in the organization is influenced by the decision making archetype, perceived as a monarchy business, considering the characteristics of the practices being implemented. Empirical evidence supports this perception, given that the portal is an e-service with specific features in the organization and with a single decision-making structure.

An e-democracy experience: digital cabinet office of Rio Grande do Sul state (Brazil)

This paper aims to identify the influence of institutional factors in implementing e-Democracy practices at the Digital Cabinet Office of Rio Grande do Sul State (Brazil). Institutional theory is used as the theoretical framework in this case study and supported the construction of the conceptual model based on some propositions. This is a research in progress and, therefore, just a few initial issues are pointed out. However, they show that the researchers must continue working in this case study in order to bring some contributions to e-Government theory.

Assessment Methodology in Smart Cities Based on Public Value

Smart city is an approach to managing and coping with urban challenges in search for innovative solutions leading to better quality of life and sustainability in cities. Several initiatives have been undertaken, with a significant worldwide growth trend in the coming years. Such initiatives, however, may require non-trivial public investment, and failures resulting from them can have important consequences such as monetary loss, loss of reputation, reduced confidence and lack of public value. This article aims at setting a methodology in smart cities composed of a reference model and an assessment method from the Public Value perspective. It follows Design Science as its epistemological paradigm and Design Science Research as its method, uniting theoretical and methodological rigor as well as practical utility for society.

Discussing and Conceiving an Information and Technology Governance Model in Public Organizations

Over the past decades, the role of Information Technology (IT) has changed significantly, from office and process automation to value aggregation and innovation through its use. This set of changes also includes citizen profile, government positioning and openness. They generate many new demands, such as fast, reliable IT solutions, information, and services that are enhanced by IT solutions. Considering this scenario, managing IT is no longer enough; it is necessary to go one step further to a governance process. This chapter aims to propose a guide for discussing and conceiving an IT Governance (ITG) model in public organizations. In order to verify its suitability, a multi method approach was adopted, combining various data collection and analysis techniques. A case study was conducted in the State Government of Rio Grande do Sul (Brazil), aiming to verify the suitability of the guide in a certain context. The results presented in this chapter combine multiple data sources such as non-participant observation, document analysis and focus groups. The findings show that the following aspects are essential when discussing an ITG model: business needs, managing pillars, organizational governance principles, regulations, common issues related to IT, business needs related to IT, ITG goals, ITG principles, ITG mechanisms, key decisions, decision rights, organizational structure, Critical Success Factors and monitoring indicators. Our findings have revealed that by applying the proposed guide it was possible to conceive an ITG model related to the specific criteria of the studied case.
