Spatial distribution of ignitions in Mediterranean periurban and rural areas: the case of Catalonia

Anna Badia-Perpinyá; Montserrat Pallares-Barbera

Fire prevention requires a specific treatment subject to the innate characteristics of a territory and to the social interaction that takes place there. The present article deals with very different fire behaviors in two neighboring environments, in which unequal ignitory patterns have been identified. The analyzed environments constitute two prototypes of Mediterranean landscape in the region of Catalonia (Spain). The periurban-fire pattern is identified with the Metropolitan Area of Barcelona. The rural-fire pattern is observed in the county of Bages, with a far more sparse population structure. Sample observations were drawn from databases containing a compilation of ignitions occurring in these two environments during the period from 1987 to 1998. Analysis shows that the distribution of ignitions in the more urban areas is much more concentrated, whereas ignitions in rural areas are far more dispersed, and therefore more difficult to detect. The importance of the present article lies in the identification of the factors determining the patterns of development of ignitions in two very different territories, affected by diverse external pressures. Finally, guidelines for preventive policies adapted to these situations are given, taking into account the specific and differentiated characteristics relevant to each case.

Public-sector Intervention in Embodying the New Economy in Inner Urban Areas: The Barcelona Experience

Antònia Casellas; Montserrat Pallares-Barbera

This article investigates the urban and economic revitalisation of a traditional industrial working-class neighbourhood into a knowledge-based economic district. It explores why and how this new district is the result of an assertive public policy led by Barcelonas city council and implemented by a quasi-public agency. The project represents the most important urban-growth strategy in the city at the turn of the century and also exemplifies the advantages and shortcomings of many of the policy elements that have contributed to the radical transformation of Barcelona in recent decades. The article further highlights methodological challenges regarding the conceptualisation and operationalisation of new economic activities and it discusses the spatial and uncertain economic consequences of this ambitious approach by the local government.

Nissan Motor Ibérica in Spain and Japanese production systems

Montserrat Pallares-Barbera

Globalisation of production processes in the automobile industry has increased competitiveness among firms. Some firms have responded by moving from the Mass Production System (MPS) to the Lean Production System (LPS), characterised by flexible manufacturing and Justin-Time (JIT) inventory. This paper will focus upon the structural changes brought about by the shift from MPS to LPS in the automobile industry in Spain, examining in particular Nissan’s Motor Iberica (NMI) subsidiary. Analysis of trends in total production, exports, industrial structure and employment in NMI between 1975 and 1990 suggests that the subsidiary has transformed its production system, with LPS gradually replacing MPS since 1986, although the transition is still far from complete.

Digital Tools for Capturing User’s Needs on Urban Open Spaces: Drawing Lessons from Cyberparks Project

Carlos Smaniotto Costa; Alfonso Bahillo Martínez; Fernando J. Álvarez; Ina Šuklje Erjavec; Marluci Menezes; Montserrat Pallares-Barbera

The chapter discusses how ICT can be used to enhance the understanding of the relationship between space, users and social practices. As an example of possible use of ICT for capturing and better understanding user’s needs, the new digital tool WAY Cyberparks is presented and discussed. A “cyberpark” is defined as a new type of urban landscape where nature and ICTs blend together to generate hybrid experiences and enhance quality of life. The WAY Cyberparks digital tool consists of a smart phone application, server/cloud and web services. Through the experiences from testing it in selected urban open spaces in Barcelona, Lisbon and Ljubljana opportunities are presented and lessons are drawn about relevant aspects of the ICT towards building a more participatory and collaborative process in planning of public spaces. A relevant aspect of the ICT lays in their ability to enhance communication with (potential) users, transforming the production of public open spaces into an interactive process, and enabling creative community participation and empowerment. Furthermore, some challenges of the increasing penetration of digital technologies devices (smart phones, smart watches, tablets, etc.) within the broader context of their use in public urban open spaces such as parks, gardens, squares, plazas are discussed, together with the consequences of this interweaving, which is growing at a rapid pace, unfolds research needs in the future.

Social networks as the backbone of women's work in the Catalan Pyrenees

Montserrat Pallares-Barbera; Antònia Casellas

This paper discusses how historically the accumulation of symbolic power by men produced a glass ceiling for women in the Catalan Pyrenees and how women have overcome this constraint by engaging in male-led networks, founding gender balanced networks and developing women-nurtured networks. Through semi-structured qualitative interviews and ethnographic research, the paper investigates the strategies women employed to maintain their involvement in networking activities over a 10-year period. The paper identifies the importance of being connected with horizontal organizations and the empowerment of sharing experiences provided by social bridge agents. The results of this research make a strong case for more inclusive and gender-aware policies in rural areas as a means to promote economic and social viability while empowering women.
