Impacts of Tourist Accommodations as Temporal Shelter on Evacuee Overflow for the Reassignment of Shelters Jurisdiction

Effective measures against natural disasters are needed worldwide, and the jurisdiction assignment of evacuation shelters during natural disasters is one such measure. In this paper, we discuss two evacuation cases involving tourist accommodations as temporary shelters. One involves evacuation to the closest shelter, and the other involves using our previously proposed optimization method for assigning jurisdiction for shelters. The impact of tourist accommodations on evacuee overflow for each case was investigated. We also explain that tourist accommodations as temporary shelter reduce the evacuee overflow at shelters by using a numerical example. We argue that its impact is limited by giving an example of a city in Japan where the evacuation and residential areas are widely spaced.

Characterization of personal behavior trajectory with enhanced spherical self-organizing map

The ordinary two-dimensional Self-Organizing Map (hereafter SOM) has a well-known border effect. To avoid such limitation, several spherical SOM which use lattices of the tessellated icosahedron have been proposed. However, existing data structures for such SOMs are either not space efficient or are time consuming when searching the neighborhood. We introduce a Competitive Radial Basis Function Network (CRBFN) to reduce the computation time for updating the weight on grid. Relationships of each record are maintained by their positions in the data structure rather than by immediate neighbor pointers or an adjacency list. Because of introducing CRBFN, increasing the number of neurons can be reduced. Experiments show that the spherical SOM using our data structure runs with comparable speed to the conventional 2 dimensional SOM. In addition, a heuristic method for discovering the characteristics of personality from social data is proposed in this paper. An advantage on calculating time from ordinary algorithm for Self-organizing map and example of application for socio-data is shown. Visualizing such socio-data, the fundamental method to obtain a personal behavior trajectory is proposed.

Design of interaction in environmental load chain as connected directed network

In this paper, we propose control mechanism to reduce of environmental load as a stability model for connected directed network. The amount of change of environmental load is formulated as the global connected graph with a nonlinear mapping. The proposal technique can be utilized as signal control managing volume of environmental load. We first introduce feedback inputs that satisfy the Lyapunov asymptotically stable of total system with asymmetric connection. Furthermore we derive an equivalent transform from feedback inputs to adjustment of strength of interaction. In numerical examples, we show that our mechanism can control volume of environment to target state even if the network dynamics is under a complicated situation. The development technique is also possible to apply to multi-agent model, management of social system and so on.

A real option approach considering the climate change for policy decision

In the DICE model, it simulates climate changes from macro-economic dynamics. In this paper, we assume that the temperature changes may be altered by economic or political factors, and some stochastic process provides it. Under uncertainty, we present the new approach to obtain an optimal policy on utility function based on DICE using real option approach considering the option graph.
