Service systems engineering framework based on combining service engineering and systems engineering methodologies

Researches on service systems have been conducted for more than a decade, resulting in concepts and knowledge of the service system. These lead to the intention of the organizations to create a service system that is able to provide service value. As the service sector grows, the organizations are required to be able to develop such a service system that gives benefits to the organizations and has an impact on performance improvement. Therefore, the organizations need a practical understanding of building service systems in the real world. This paper proposes a comprehensive and systematic framework for service systems engineering that can help organizations in developing and building the service systems. The framework elaborates two major engineering methodologies, which are service engineering and systems engineering methodology. This framework was developed through the application of systems engineering life cycle and principles into the service engineering. The result of this study can provide systematic guidance in building service systems.

Developing a framework for services computing systems engineering

The use of services computing technology provides support to the development of modern services industries. Services computing utilizes and implements computing technology to develop IT services systems that are capable of supporting and developing services innovation. This condition motivates the organization to be able to present the services computing systems in the form of IT services systems. It needs a strong understanding of identifying, designing, building, implementing, and running the systems. This paper outlines the development of services computing systems engineering framework that can be used as the foundation for building services computing systems. The contribution of this paper is to enhance the knowledge of services computing from the engineering perspective.

Keystroke dynamics for authentication using dynamic time warping

Stolen credential incident is rising nowadays, most of the cyber attacks have been targeting user credential which could be easily abused. The usage of behavioral biometric is predicted to be increasing in order to encounter such act by authenticating user using multi-factor authentication of both password and behavioral biometrics to stop illegitimate user attempt. Keystroke dynamics is a behavioral biometric that can be collected efficiently from user typing behavior. This research studied about keystroke dynamic authentication system using dynamic time warping, dataset is used in testing phase along with system usability questionnaire. The method results in 17.6% equal error rate and 70 points of system usability scale.

Public complaint service engineering based on good governance principles

A public complaint system is a practical tool for addressing customer issues in organization services, including government or public sector organization. As a government organization, Cimahi has an existing public complaint system that uses simple mobile technology through Short Message System (SMS). Unfortunately, such system has various limitations, such as its inability to manage customer details or to broadcast a common solution in real time. This paper describes a service engineering approach in designing and building public complaint system with adherence to government accountability, transparency, and participation. The engineering approach of this study is drawn from generalized service engineering approach and formalized as Service Engineering Framework (SEF), consists of four phases: Identification, Design, Develop and Deploy. We proposed a new public complaint system that is built based on SOA using the service engineering framework. We also conduct a survey to measure the success degree of the new system in fulfilling accountability, transparency and participation principles. The result from the survey shows that the system fulfillment has 49.48% increase from the initial existing conditions. This study contributes to the technical understanding of service engineering and improves existing service engineering framework through a case study.

Rekayasa Sistem Keterbukaan Data Pemerintah untuk Mendukung Transparansi dan Partisipasi Pemerintah Daerah

Openness and transparency in government is now becoming a global movement. Various programs and initiatives have been built toward openness and public participation. Although existing legislation obligates the government to be more open about the data and information, in practice, the process of obtaining government data by Indonesian citizen is still difficult, due to the bureaucracy. Information technology has not been fully utilized for this process. This paper proposes open government data system engineering process that facilitates publication of government data by the government and access to data by citizen. Case study for the research was conducted in Cimahi City, West Java. This paper also demonstrates the adaptation of system engineering methods in the process of software system engineering with the adjustment and mapping of the techniques used in each stage. Result of user acceptance and usability testing shows that the system meets the performance criteria required by users and has good usability score. The survey on public perception about government transparency and participation with support of the system shows an increase of 39.1% compared to initial condition.

IT value model driven by information and services: A conceptual approach

The classic approach of determining IT value previously provides an indirect relation between IT components and its served value by employing the concept of organizational capability. A more direct relation is attempted in this study by introducing an alternative conceptual model of IT value, which is driven by information and services. The model is proposed based on conceptual approach by determining the function of information and system that arise together in generating the value of organization from literature resources. The resulting model shows the relationship between three domains of IT value component; information, services and value, along with its operationalized components. A hypothesis is built from this study, that a higher quality of information and services components within an organization will lead to a better performance and provide higher value to the organization.

Modeling IT public value for IT performance measurement in government organization: A case study: BPS-statistics Indonesia

Nowadays, Information Technology (IT) has been widely used by government organization in many aspects, especially in providing public services. Various researches proved that the use of IT in government sector can improve the public value. The purpose of this study is to develop IT public value model for measuring IT performance in government organization. The model will be tested using confirmatory factor analysis. The result shows that the model can be realized through the delivery of quality public service, the effectiveness of public organization and the achievement of socially desirable outcomes. This empirically tested model can be used as the basis for measuring the performance of IT in government organization derived from public value perspective.
