Lending to the non-financial sector: Opportunities and limitations

The article analyzes borrowing by the nonfinancial sector of the Russian economy. The relevance of this topic is related to a decrease in credit availability, the high credit risk of a number of industries, and the importance of lending for a successful use of the present window of opportunity. Our comprehensive analysis of lending to the nonfinancial sector is based on the statistical reports of enterprises and credit institutions, and on the evaluations of the Bank of Russia. The article highlights the performance dynamics of enterprises in the nonfinancial sector and their current reliance on the Russian banking system, identifies the dynamics and actual debt ratios of the nonfinancial sector and the role of domestic banks in their borrowing, and discusses the imbalances and risks associated with increased lending by Russian banks.

Can the demand stimulating policy be effectivein the period of sluggish growth of the Russian economy

The reaction of the manufacturing industry to changing demand is a key indicator of the effectiveness of related demand-boosting policy measures. The paper analyzes the industry response to shifts in demand from end consumers through a set of development models in times of vivid growth, turbulence, and deterioration of internal and external growth drivers in 2006—2016. The models employed during the period of sluggish growth are reviewed through a magnifying glass.

Перспективы Преодоления Инвестиционной Паузы в Экономике России: Видовой и Ресурсный Аспекты (Prospects for Overcoming the Investment Pause in the Russian Economy: Species and Resource Aspects)

Russian Abstract: Работа посвящена анализу инвестиционного процесса в экономике России с фокусом на инвестиционную паузу. Актуальность работы определяется продолжительностью и глубиной спада инвестиций в основной капитал предприятий экономики России в последние годы, а также ужесточением ресурсных ограничений инвестиционного процесса. Работа содержит анализ динамики инвестиций в основной капитал, их структуры по видам основных фондов, структуры источников финансирования инвестиций в основной капитал, реального и инфляционного эффектов расширения инвестиций. В работе выявлены характеристики инвестиционного процесса на этапах инвестиционного бума, коррекционного роста инвестиций и инвестиционной паузы. Это дало возможность определить структуру торможения инвестиционного процесса в экономике России и определить возможности преодоления инвестиционной паузы. Дополнительное внимание в работе уделено собственному потенциалу предприятий экономики в увеличении финансирования инвестиций в основной капитал. Полученные в работе результаты являются продуктивными для понимания природы, а также перспектив и ограничений преодоления инвестиционной паузы в экономике России. English Abstract: The work is devoted to the analysis of the investment process in the economy of Russia with a focus on investment pause. The urgency of work is determined by duration and depth of the decline in investment in fixed assets of Russian enterprises in recent years, as well as tightening resource constraints Investment process. The work contains analysis of the dynamics of investments in the main capital, their structures by types of fixed assets, source structures Investment in fixed assets, real and inflationary Effects of investment expansion. In work the characteristics Investment process at the stages of the investment boom, corrective growth Investment and investment pause. This made possible to determine the structure Inhibition of the investment process in the Russian economy and determine the possibility of overcoming the investment pause. Additional attention in the study is given to the own potential of enterprises of the economy in increasing Financing of investment in fixed assets. The results obtained in the paper are productive for understanding the nature, and also prospects and restrictions for the process of overcoming the investment pause in the Russian economy.

Russian Abstract: В работе проведен анализ инвестиций в основной капитал предприятий экономики России с целью определения потенциала и направлений активизации инвестиционного процесса в российской экономике. Работа основывалась на комплексном анализе динамики, эффективности, источников инвестиций в основной капитал предприятий различных секторов экономики России. В работе выявлены направления эффективной активизации инвестиционного процесса в российской экономике. Для различных секторов экономики определены источники инвестиций в основной капитал, значимые для ускорения инвестиционного процесса в них. В работе формализована сформировавшаяся модель финансирования инвестиций в основной капитал предприятий секторов российской экономики. Полученные результаты являются содержательными для более глубокого понимания динамики и структуры инвестиционного процесса в российской экономике, направлений и методов его активизации, характере и потенциале роста источников инвестиций в основной капитал предприятий различных секторов экономики России. Результаты могут быть использованы при разработке мер государственной политики по стимулированию инвестиционной активности, подготовке программ и нормативных актов в данной сфере.English Abstract: The analysis of investment in fixed assets of enterprises of the Russian economy in order to identify potential areas and activization of the investment process in the Russian economy is made in this work. It is is based on a comprehensive analysis of the dynamics, efficiency, sources of investment in fixed assets of enterprises in various sectors of the Russian economy. The paper identifies areas of increased efficiency of the investment process in the Russian economy. For various economic sectors identified sources of investment in fixed assets, significant investment to accelerate the process to them. The paper formalized formed model of financing investment in fixed assets of enterprises sectors of the Russian economy. The obtained results are meaningful for a deeper understanding of the dynamics and structure of the investment process in the Russian economy, directions and methods of its activation, the nature and growth of potential of investition sources in fixed assets of enterprises in various sectors of the Russian economy. The results can be used in the development of public policies to stimulate investment activity, the preparation of programs and regulations in this area.
