Researches on local productive systems pass through a large divulgation in the last years and today are part of industrial development politics. The difficulty in the approach of these systems is the evaluation of the adopted governances with an efficient methodology, which considerer not only the formal relationships but also the informal ones. The use of transaction costs approach together with the convention economy, social capital and institutional environment is an alternative tool to evaluate governance systems used by members of local productive systems. The methodology allows to evaluate the adoption of all kind of governance systems, formal or informal. The methodology also enable to consider the importance of territory as a factor responsible for the creation of social capital and conventions, variables responsible for the decrease of risk, an important characteristic of transactions.

LIVING CONDITIONS INDEX (LCI) IN THE TERRITORY OF THE CITIZENSHIP REFORM - MATO GROSSO DO SUL.

The research aimed to evaluate the quality of life for residents of the territory of the Reformation. Profile, sources of income, level of education, participation in associations were analyzed. The results were compared among family farmers, not farmers and not producers. The survey was conducted through a questionnaire administered by MDA, with project funded by CNPq, with 250 producers in the territory of the reform. It was possible to identify a significant number of producers who need to supplement income outside. Despite respondents present a low level of education, they were satisfied. It is possible to estimate that the low level of schooling causes a lack of critical approach which can hinder the implementation of policies to improve education. Entres youth education level is improving and many teens have already surpassed the level of parental education. The age groups showed a predominance of older people. The resignation of the young by agricultural activities and the pursuit of higher education in the city are reasons that give rise to the abandonment of rural areas. Because of the importance of family farming in social role and the generation of wealth of the state economy, family farming needs attention from the government and companies to improve education and reduce the exodus of young people to the city.

Papel dos Colegiados no desenvolvimento de uma política de integração territorial. Exemplo dos Territórios Rurais do Mato Grosso do Sul

O programa Territorios Rurais foi criado pelo Ministerio do Desenvolvimento Agrario para favorecer o desenvolvimento local a partir da interacao entre atores locais. Esse programa depende da cooperacao entre municipios e da participacao dos atores locais nos Colegiados, entidades responsaveis pela definicao e implantacao das politicas territoriais. A partir dessa constatacao, a pesquisa objetivou avaliar as relacoes entre os membros dos Colegiados e a existencia de acoes cooperativas nos Territorios da Grande Dourados e da Reforma, Mato Grosso do Sul. Os dados provem do Sistema de Gestao Estrategica, ferramenta de informacao disponibilizada pelo MDA. Nos territorios pesquisados, a participacao dos atores na gestao de projetos que beneficiem a comunidade apresenta-se limitada a poucas pessoas. Muitos membros dos Colegiados nao participam das reunioes e quando participam, preocupam-se com os interesses de seus municipios. Os resultados confirmam a falta de preocupacao com a integracao territorial, o que prejudica o funcionamento dos Territorios.
