An evaluation of the second survey on electronic databases usage at Ankara University Digital Library

Purpose – The purpose of this paper is to encompass the assessment of the effectiveness of the digital library and the value of multidisciplinary databases in terms of user preferences and use frequency by academic ranking.Design/methodology/approach – This paper compares the results of two survey questionnaires carried out in 2002 and 2005. It examines the level of awareness by academic staff of digital library resources along with their use rate and to evaluate the preferences of faculty for specific electronic databases case studies were undertaken by means of separate questionnaires in both years.Findings – Findings were consistent that positive results have been observed in two studies conducted in two years, 2002 and 2005. According to the results of the current survey, increased numbers of the faculty members of Ankara University know about the existence of the digital library. New consortial buying models have dramatically increased the availability of online resources, particularly journal articles, in the universities and technical institutes of developing countries. The degree of acceptance and pattern of use of such materials is of great interest to library collection development. Elektronik Belge Yönetim Sistemlerinin Verimliliğe Katkısı: Kalkınma Bakanlığı Örneği

Electronic Records Management Systems are one of the crucial tools for institutional records management. The public institutions need information systems which enable them to systematically manage the records which they produce within their business processes and conduct such processes in electronic medium. Legislation and standards are being set forth for regulating intra- and inter-institutional electronic communications such as official correspondence regulation of Turkey, Registered E-Mail (REM) web services, e-correspondence package, etc. The impact of activities for the purpose of realizing business-yield enhancing properties of ERM systems, were evaluated in this paper. An electronic records management (ERM) application of an institution provides optimal benefit to the extent that it serves to enhance business efficiency, rather than monitoring inbound and outbound records traffic of that institution. For this purpose,a preliminary evaluation has been undertaken, regarding measurable benefits of an ERM application in the example of a public institution. It was also conducted a questionnaire to the executive officials who use the system as well as those who are in charge of records management for the purpose of revealing administrative level benefits of the ERM application, used by Ministry of Development. Besides, those benefits which cannot be quantified, were also discussed.

An Institutional Repository Initiative and Issues Concerning Metadata

Ankara University has become one of the fist open access initiatives in Turkey. Ankara University Open Access Program (AUO) was formed as part of the Open Access project (http://acikarsiv.ankara.edu.tr ) and supported by the University with an example of an open access institutional repository. As for the further step, the system will require the metadata tools to enable international recognization. According to Budapest Open Access Initiative, as suggested two strategies for open access that are self-archiving and open access-journals AUOA system aims to be compatible with international standards. In this sense, the program will adapt generic framework to the requirements of repository metadata tasks within Turkish language-based interface. Therefore, this paper outlines a method for creating a format using Dublin Core(DC) elements of an institutional repository at Ankara University. Handling metadata repository by cataloguing staff is the most professional method; however, professional creators such as catalogers are limited in their availability at Ankara University. This raises problems; although, the tools that are used to submit digital objects will allow authors generated metadata format. The research presented in this paper proposes a format for Turkish language-based metadata crosswalks. The crosswalks are encoded as DC records that could be generated by author. The DC metadata set is an accepted scheme for using simple description of digital information. Approaches of E-Records Management in E-State Transformation Process in Turkey

In Turkey, e-state transformation has gained speed since 2002 with the reforms of public administration. In this frame, an important part of the targets determined on the activity plan of information society strategy has been realized. However, there are difficulties in structuring of electronic records management system, which is within the e-state components. Considering the OECD indicators, deficiencies in applications which will provide information and service sharing between citizen and institution and inter institutions attract attention. It can be possible that the institutions open their records and services to public on a national portal in the frame of the standards and the laws forming the background of e-record management. Furthermore, there is a need for a national policy which should watch how the adaptation to the mentioned standards and laws realizes and should guide the institutions in this way. This study aims at exposing the principles of national records management and directing the forming of a policy that will give speed and function to the integrated state structuring in the public.
