Preserving digital heritage: At the crossroads of Trust and Linked Open Data

Regardless of current or future technologies, accessing digitally preserved information resources will always pose challenges. There is a plethora of models, standards and best practices addressing the different facets for the preservation of digital objects. The management of digital objects requires well-defined policies and data management plans that include all processes within their specific lifecycle. To achieve high levels of data sharing and long-term re-use of data, APARSEN recommends developing an Interoperable Framework for Persistent Identifiers, paving the way for a ‘Ring of Trusted Persistent Identifiers for Linked Open Data’. To enable semantic interoperability of such a Ring, this article proposes to map LODE-BD metadata with the Framework’s ontology. The Ring can be further enriched with LOD2 Technology Stack to tackle the problem of trustworthiness of linked data lifecycle while addressing the issue of Big Data. To be trusted, digital libraries need to be audited and certified in compliance with the European Framework for Audit and Certification.

e-Infrastructures Austria – Ein nationales Projekt für die Aufbereitung, dauerhafte Bereitstellung und Nachnutzung von Daten an wissenschaftlichen Einrichtungen

Im Januar 2014 wurde in Österreich das dreijährige vom Bundesministerium für Wissenschaft, Forschung und Wirtschaft (BMWFW) geförderte Partnerprojekt e-Infrastructures Austria initiiert, das den koordinierten Ausbau von digitalen Archiven, die Weiterentwicklung von Services und den Aufbau eines Wissensnetzwerks für die Bereitstellung, Verbreitung und sichere Archivierung von elektronischen Publikationen, Multimedia-Objekten und anderen Daten aus Forschung und Lehre verfolgt. An den 20 teilnehmenden Universitäten und fünf weiteren Forschungseinrichtungen geht es nicht nur darum, die technische Infrastruktur bereitzustellen, sondern vor allem auch um ein strategisches Konzept für das zukünftige Forschungsdatenmanagement in Österreich. Dabei wird auf die Möglichkeiten und Herausforderungen Bezug genommen, die sich durch den Umgang mit digitalen Objekten und sich ständig erweiternde Anwendungsbereiche ergeben. Heute sind innovative Formen der Nachnutzung gefragt, postuliert durch den Open Access-Gedanken und das Konzept einer kooperativen, offenen Wissenschaft. Bei der langfristigen strategischen Planung von Repositorien gilt es, Interoperabilität, eine laufende Erweiterung der Systeme, Organisation und Management zu beachten. Eine Grundvoraussetzung dafür, dass Daten langfristig auffindbar, verständlich und nachnutzbar bleiben, ist die Wahrung der Rechtssicherheit. Alle wissenschaftlichen Einrichtungen sollten für die Schaffung eines gemeinsamen Rechtsraums sorgen. Dieser kann durch die Einführung von geeigneten Policies und Datenmanagementplänen begleitet werden. e-Infrastructures Austria involviert mit der verfolgten Projektstruktur unterschiedliche Stakeholder (Bibliotheken, lokale IT-Dienstleister, Wissenschafter, Beschäftigte aus juristischen Abteilungen, institutionelle und nationale Forschungsförderungsbüros). Dadurch sollten spezifische Rollen und Verantwortlichkeiten in den Prozessen des digitalen Workflows wahrgenommen werden. In January 2014, the three-year collaborative project e-Infrastructures Austria was initiated in Austria, a project which was funded by the Federal Ministry of Science, Research and Economy for the coordinated establishment and further development of repository infrastructures for research and teaching as well as to provide an efficient and sustainable research data management system at all 20 participating universities and the other five extra-university institutions involved. The project is based on a broad concept of research data and focuses on the opportunities and challenges arising from new applications and innovative forms of the re-use of data. In this context, the purpose of such a project is not only to provide the technical infrastructure needed, but also to create the appropriate organizational and legal framework. To ensure that data remains secure and accessible over the long term, as well as understandable and re-usable, it is a basic requirement of the system development team to promote the interaction of different groups of people, strategies and techniques. Therefore in the project, there are different important stakeholders: Scientific libraries, IT service facilities, research funders, researchers and publishers. It is necessary to clearly define areas of responsibility with associated roles and responsibilities and to set these roles in the related institutions. By introducing data management plans, policies and technical systems with clear terms of use and regulated accessibility, institutions can significantly benefit the creation of digital content in the long term, making such data accessible and re-usable while maintaining legal security for all parties involved. Le projet « e-Infrastructures Austria » a été initié en Janvier 2014. Ce projet, qui durera trois ans, est subventionné par le ministère fédéral des Sciences, de la Recherche et de l’Industrie (BMWFW). Un projet qui poursuit comme objectif l’expansion coordonnée des archives électroniques, le développement des services et la création d’un réseau de connaissances pour la mise à disposition, la distribution et l’archivage sécurisé des publications électroniques, des objets multimédias et d’autres données de recherche et d’éducation. Dans les 20 universités participantes et les cinq autres institutions de recherche, le but n’est pas uniquement de fournir une infrastructure technique, mais également de créer un concept stratégique pour la gestion future des données de recherche en Autriche. Il est alors fait référence aux possibilités et aux défis liés à la manipulation d’objets numériques et l’expansion des domaines d’application. De nos jours, le besoin de formes innovantes de réutilisation postulées par l’idée d’un accès ouvert et le concept d’une science ouverte et collaborative se fait sentir. Dans la planification stratégique à long terme des répertoires, il est important de prendre en compte l’interopérabilité, le développement continu des systèmes et l’organisation et la gestion. La sécurité juridique devient alors une exigence de base pour que les données restent accessibles, compréhensibles et réutilisables à long terme. Toutes les institutions scientifiques devraient prévoir la création d’un espace judiciaire commun. Il peut être accompagné par l’introduction de politiques appropriées et des plans de gestion de données. e-Infrastructures Autriche innove par la structure du projet qui implique différentes parties prenantes (bibliothèques, fournisseurs de services informatiques locaux, chercheurs, services juridiques, organismes institutionnels et nationaux de financement de la recherche). De cette manière, une série de rôles et responsabilités spécifiques sont prise en charge dans les processus de flux de travail numériques.

Research Data Management in Austria – A manageable task for Austrian research institutions?

At the start of 2015, scientific and artistic-scientific personnel of all 21 universities and three non-university research institutions in Austria were given the call to participate in an Austria-wide survey focusing on research data. The survey was conducted within the framework of the e-Infrastructures Austria ( www.e-infrastructures.at ) project funded by the Austrian Federal Ministry of Science, Research and Economics (BMWFW) and facilitates the evaluation of the actual, practical handling of digital data. The participants were asked about the following topics: data types and formats, data archiving, backup and loss, ethical and legal aspects, accessibility and reuse as well as infrastructure and services. The findings form the basis for a consecutive optimization of the e-infrastructure and services available in this area in accordance with the needs they have expressed. Solid research data management is the foundation for cooperative, open research and thus for their comprehensibility and verifiability. The issue is equally relevant and up-to-date for researchers, funding bodies and senior posts of scientific institutions, which is currently being demonstrated by the pilot for research data from the European Commission. The lecture provides insight into the planning, implementation and evaluation of this ambitious undertaking and presents the main results that will have an impact at national level. For the first time, the status quo of domestic data management is being presented in a manner that represents all disciplines. Organizational, structural and strategic measures for the development of e-infrastructures for individual institutions can then be derived using this data. In addition, it is possible through the co-ordinated, Austria-wide approach to identify common areas of responsibility and to establish central services.
