Systematic Literature Review of the Risk Management Process Literature for the Public Sector

This paper is the result of a systematic review via a qualitative exploratory research approach of the risk management literature on the tools, techniques, software models, and methodologies used in private or public organizations. Publications in academic journals, book chapters, and other scientific articles were analyzed to enable the identification and definition of the techniques and applications of software and methodologies developed and used by various institutions to assist in the risk management development process. Different resources for risk management, such as agile and formal methods of management, were identified. It is worth mentioning that the revised tools, techniques, software, and methodologies were functional requirements for the later development of risk management software aimed at Brazilian public high-level educational institutions.

Risk Management in the Public Sector: A Proposed Reference Model and Tool Survey

Risk management is a constantly recommended practice by boards of directors and for corporate governance worldwide. This fact stems from the uncertainties encountered daily by private and public organizations, in the face of changes in external and internal environments, through technological innovations, interpersonal relations, economic crises, and governance, among others. Knowing the risks means identifying the threats to which an organization is exposed and perceiving opportunities. Therefore, this study intends to identify and deepen the knowledge about the main risk management methodologies adopted in both private and public environments in Brazil. The study uses a qualitative descriptive process that leads to specific and cumulative results by investigating the general essences of the methods of risk management. The theoretical basis is necessary to support the research under the ForRisco project (“Risk Management in Federal Universities: elaboration of reference model and system implementation”), where the present test was started, for the purpose of launching its own methodology (ForRisco) that focuses on the interests of risk management in public higher educational institutions in Brazil. The project aims to launch a guidebook and software that promote and direct risk management in these institutions. All the investigated methodologies corroborate the promotion and the understanding of a risk management process based on a clear and well-defined structure. Finally, the ForRisco methodology is distinguished for the relationship between public higher educational institutions and risk management processes that are more secure and consistent with the Brazilian public administration.

Public Management and Technology: How Can e-Government Strategies Contribute to Greater Efficiency in Public Expenditures?

Government concerns about the growth of public expenditures that have increased in recent decades. The challenge of achieving greater efficiency in government spending stems from the growing demand for public services and the limited ability of governments to raise taxes to fund these services. In this context, the present research aims to investigate how e-government strategies can contribute to greater efficiency regarding public expenditures. To achieve this objective, interviews, bibliographical research, and documentary research were carried out, resulting in a proposal that includes e-government strategies with potentially positive effects on the efficiency of public spending.

Os fatores determinantes da participação na produção coletiva de ideias para solução de problemas públicos

What are the determinant factors of citizens’ participation in the collective production of ideas to solve public problems? In order to answer this question, 510 citizens, enrolled in Premio Ideia , a platform of collective proxadduction of ideas, responded to a questionnaire pointing out determinant factors identified in literature about participation in online platforms that are decisive for their own interest in participating. The structural equation analysis highlights that the feedback given by a public institution to citizens and convenience are determinant factors for participation. This interest in participation, however, does not necessarily imply effective participation. It is concluded that the application of the ideas created through the platform and the feedback to the participants are determinants for social participation and the study suggests further research approaching the motivation of companies that propose such initiatives.

Strategic Planning in the Public Sector: How Can Brazilian Public Universities Transform Their Management, Computerise Processes and Improve Monitoring?

The need for efficiency and quality in high-level educational institutions (HLEIs) has been increasing. When determining the future direction of these institutions, planning is playing an increasingly important role, as it involves rethinking the application of resources and developing processes to achieve the goals and mission of the organisation. Planning requires analysing the environment, establishing organisational guidelines and formulating a strategy and strategic control measures. Thus, it is no easy task. The objective of this study is to evaluate the management of institutional development plans (IDPs) in Brazilian public universities and, based on the results, propose software and a reference document (guidelines) to aid the elaboration, implementation and management of IDPs in these organisations. This applied social research used a qualitative approach. After analysis, it was revealed that public managers demand support in HLEIs. Based on this finding, we propose a reference document and software to support managers in the elaboration, implementation, management and monitoring of IDPs.

Institutionalization of the Reengineering of Strategic Management Processes in the Brazilian Public Management: A Case Study in Federal Government Organizations

Strategic management processes have been increasingly seen as essential to the effectiveness of public organizations. In the context of the Brazilian public management, the administrative reforms that undertook efforts to transform strategic management processes, usually, show little institutional sedimentation. The objective of the research was to analyze which practices implemented by the public organizations studied contribute to the advancement in the stage of institutionalization of its strategic management processes and models. The work was based on an applied, descriptive research with a qualitative approach, in which a case study was done in two public organizations, which have models of strategic management for more than five years. The analyzes were carried out from three theoretical perspectives: historical-analytical, institutional and technical. The results show that the technical motivations overlapped the isomorphic pressures. It was observed that the greatest difficulty of organizations in the advance of institutionalization resided in the practices of governance, confirming the theoretical propositions presented. Confirming part of the institutional theory, the actor’s perception regarding the benefits brought by Reengineerings have contributed to its maintenance. As for the adherence of the institutional theory, it was possible to observe theoretical gaps in the new institutionalism, with emphasis on the overestimation of the isomorphic mechanisms.

Social Network for Education: What Are the Resources Desired by Students?

In the educational field, new technology appears all the time, making the teaching and learning process more interesting and effective. In this scenario, one of the tools that has gained prominence is educational social networks. Despite the progress made, there is still no consolidated field of study for educational social networks. Therefore, the objective of this research was to identify the resources desired by students in this type of network. For this, 369 questionnaires were given, and to analyze the results, cluster analysis and discriminant analysis were used. The results reveal that the most relevant resources in an educational social network are the note consultation service, the evaluation of various aspects of the institution, and the sending of suggestions and improvements. Among the less important resources were the consultation of menus of canteens at the university restaurant and the sharing and evaluation of newsrooms. These results highlight the idea that an educational social network can contribute to collaborative learning and closer relationships between students and teachers.

Mídias sociais e administração pública : análise do sentimento social perante a atuação do Governo Federal brasileiro

Este estudo procurou identificar como a analise de sentimento, baseada em textos extraidos de midias sociais, pode ser um instrumento de mensuracao da opiniao publica sobre a atuacao do governo de forma a contribuir para a avaliacao da administracao publica. Trata-se de um estudo aplicado, interdisciplinar, exploratorio, qualitativo e quantitativo. Foram revisadas as principais formulacoes teoricas e conceituais acerca do tema e realizadas demonstracoes praticas, utilizando-se uma ferramenta de mineracao de opiniao que proporcionou precisao satisfatoria no processamento de dados. Para fins de demonstracao, foram selecionados temas que motivaram a realizacao da onda de protestos que envolveu milhoes de pessoas no Brasil em junho de 2013. Foram coletadas, processadas e analisadas, aproximadamente, 130.000 mensagens postadas no Facebook e no Twitter sobre esses temas em dois periodos distintos. Por meio desta investigacao, observou-se que a analise de sentimento pode revelar a opiniao polarizada dos cidadaos quanto a atuacao do governo.

Public Transparency in the Brazilian Context: An Integrative Review.

The present work reviews literature on public transparency in Brazil published from 1990 to 2017. The objectives were to identify different forms of transparency, identify the outcomes of public transparency, and which outcomes were achieved. The research involved five electronic databases and did not establish search limitations related to journal status or research design. The results show growing academic interest in the subject; the predominance of empirical research on municipal and executive entities; focus on budget transparency and evaluation of electronic websites; and limited research on the outcomes of public transparency. Theoretical researches about Brazil evaluate transparency´s outcomes better than researches from other countries, suggesting that different contexts lead to different interpretations of its impact. Although public transparency is part of the Brazilian research agenda, empirical research must improve its methodological approach, address other forms of transparency, and investigate the outcomes of public transparency.

Public Participation and Regulatory Public Policies: An Assessment from the Perspective of Douglasian Cultural Theory

The objective of this paper is to evaluate how public consultation encourages participation from different points of view and if there is a real transfer of power to the society in policy-making. Public participation is a means of inclusion that allows decision-makers to know the real needs of society, and it promotes the elaboration of public policies, leading to greater acceptance. Public participation must be encouraged and the opinions of various groups in the society must be considered. This paper adopted the perspective of Douglasian Cultural Theory to investigate the contribution of public consultations in the formulation of regulatory policies for the food sector in Brazil. The results of this research indicate that public participation remains restricted to some groups in society and that the public authority should dedicate more efforts to offer mechanisms that foster more plural and diversified public participation.
