Este trabajo tuvo como objetivo identificar e evaluar los impactos socioeconomicos, directos e indirectos, de la Politica Nacional de Irrigacion. Especificamente se analizo la efectividad del Proyecto Publico de Irrigacion Gorutuba, ubicado en el Norte de Minas Gerais. La investigacion adopta como metodologia la evaluacion ex post facto, de impacto. Utilizando un modelo casi-experimental se busco, por medio del abordaje multivariado, comparar el municipio de Porteirinha, beneficiado con la implantacion del Proyecto Gorutuba, con municipios no beneficiados (grupo control). Porteirinha quedo agrupado en el cluster 6, juntamente con otros 13 municipios, todos pertenecientes a la region Norte del Estado, lo que puede ser considerado una evidencia del buen desempeno del modelo para la formacion del grupo control. La encuesta evidencio que el proyecto alcanza, en parte, los resultados esperados. Aunque los resultados permitan reforzar la importancia de la agricultura irrigada en la promocion del desarrollo regional, por medio de los impactos en la produccion agropecuaria, en la generacion de empleos y el crecimiento poblacional, se identifico que los indicadores de los municipios analizados reflejaron la ocurrencia de crecimiento economico sin, sin embargo, que haya ocurrido una mejoria de los indicadores sociales de Porteirinha (municipio beneficiado).

The process of decentralized political, administrative and fiscal power intensified after 1988 aimed to promote the transfer of power, resources and assignments to local governments. Moreover, this process drove the municipal emancipation process in order to bring a government of society, promoting the public service improvement. This study presents the analysis of public revenues and social welfare in those cities emancipated from 1988 to 1997. Mean tests were used in order to compare the performance of emancipated municipalities with the performance of their municipalities of origin. In conclusion, it was found that the new municipalities are beneficiaries of government transfers and have the same capacity for tax collection as their municipalities of origin.
