Specifics of Cluster Policy in Russia

The article presents the results of management quality survey in Russian clusters that reveals specifics of cluster support policy in Russia. We compare 22 Russian clusters, supported by the Government, using series of indicators measuring cooperation intensity of cluster participants and activity of cluster management teams. We introduce a description of the typical Russian innovative territorial cluster, based on the average values of the indicators. Our analysis revealed that international communications, information about funding and training courses are highly useful tools to improve collaborations among cluster participants. This paper proposes a methodology for measuring cluster performance by the cluster scale index, cluster development index and cluster management efficiency index. In conclusion, we formulate recommendations for cluster policy improvement in Russia, based on our analysis of indicators’ correlations and comparison between the results of our research and the similar researches in other countries. This analysis will be useful for researchers and policymakers from countries, where cluster policy has recently become a popular topic.

Импортозамещение Товаров Инвестиционного Назначения в России (Import Substitution of Investment Goods in Russia)

Russian Abstract: Целью работы является проверка гипотез о влиянии реального эффективного обменного курса рубля, уровня предпринимательской уверенности, цен на импортные и отечественные аналоги, доходов (валовой добавленной стоимости/выручки) российской промышленности, секторальных санкций ЕС и США на показатели инвестиционной динамики РФ на различных временных интервалах. Подробно исследуются факторы спроса российских предприятий на импорт инвестиционных товаров. English Abstract: The main purpose of the research is to test hypotheses about the impact of the real effective exchange rate, the level of business confidence, the prices of imported and domestic substitute investment goods, income (gross value added/revenue) of Russian industry, the EU and US sectoral sanctions on indicators of investment dynamics in Russia at different time intervals. Factors of demand of Russian companies on the import of capital goods were researched in detail.

Институциональные Барьеры Инновационного Развития Российской Экономики (Institutional Barriers to Innovation Development of the Russian Economy)

The paper presents a comprehensive analysis of the institutional barriers innovative development of Russias economy. We consider the role of institutions in innovative development from the standpoint of modern theories of innovation, analyzed the impact of informal institutions on innovation dynamics explored the possibility of implementing institutional changes as a mechanism removal of institutional barriers. Finally, conclusions are offered for Russian innovation policy in the medium term.
