Tourism in Africa’s economic development: policy implications

This paper assesses the progress that has been made in realizing the contributions of tourism to Africa’s economic development. It does this by examining the nature of tourism development and identifying problems that have inhibited this. Consequently, the paper highlights the need for intra‐African co‐operation for the provision of an enabling environment and mobilization of strategic resources. It concludes that successful tourism development in Africa is predicated on attention to a range of issues such as clear tourism development objectives, integration of these into national plans, local involvement and control, regional co‐operation and integration, tourism entrepreneurship, etc. Africa’s experience may have relevance to other developing countries seeking to encourage tourism development strategy.

Policies for tourism development in Kenya

Abstract Introduction of international tourism as a development stimulus or tool in sub-Saharan Africa is relatively recent. In the context of Kenya, tourism development, in volume and value terms, exemplifies a success story. Despite the remarkable progress made in these respects in recent years, the tourism sector in this country has, however, been constrained by certain internal and external factors requiring planning reorientations. This article reviews the main features of tourism development in Kenya, with particular reference to the problems of development, and draws from the analysis several policy-oriented conclusions for which new planning directions are required.

Heterogeneous technical efficiency of hotels in Luanda, Angola.

This paper uses a random frontier model to analyse technical efficiency in a data set of hotels in Luanda, the capital city of Angola, for 1990–2007. The hotels are ranked according to their technical efficiency, disentangling homogeneous and heterogeneous variables. This methodology attempts to account for observed and unobserved heterogeneity across hotels. The study rests on the premise that hotels in Luanda have an established role in the business market and emerging significance in the tourism market, broadly defined. Based on the analysis, the authors conclude that those hotels adopting a more strategic approach are better, and thus more efficient, than those that lack vision. They then point to the wider implications of the discussion.

Tourism and development policy in The Gambia.

Abstract This article examines the issue of tourism development in The Gambia, notes the inherent problems associated with its development, and discusses the underlying causes. Within the context of national objectives, the paper also analyses government policies and institutional arrangements for tourism, and considers tourism support programs and their relation to development policy. The author argues that The Gambias tourism development policy-making should be related as much to the issues in the external environment as to those in the internal. To benefit from these trends, the country must develop policies and programs that are cautious and flexible and to make its tourism competitive, and within a planned and coherent framework appropriate to the needs of its citizens.

Analyzing the total productivity change in travel agencies.

This article estimates changes in total productivity in travel agencies in two stages. In the first stage, it breaks down total productivity into technically efficient change and technological change by means of data envelopment analysis (DEA) applied to a representative sample of travel agencies operating in the Portuguese market. The aim of this procedure is to seek out those best practices that will lead to improved performance in the market. We rank the companies according to their change in total productivity for the period 2000-2004, concluding that some companies experienced productivity growth while others experienced a decrease in productivity. In the second stage, the inefficient scores are regressed into contextual variables of inefficiency with a bootstrapped Tobit model. The implications arising from the study are considered in terms of managerial policy.

Cooperative marketing in the accommodation subsector: Southeastern Mediterranean perspectives

This article examines the concept of cooperative marketing and reviews the wider range of elements that constitute cooperative marketing. Subsequently, the article considers its potential for small- and medium-sized hotels (SMHs) in Cyprus, Greece, and Turkey, and suggests strategies that might stimulate such cooperation. Finally, the article concludes with the implications of cooperative marketing for tourism destinations in general. It is expected that this analysis will help to explore the possibilities of cooperative marketing in the hotel subsector within the limits of the local economies, as well as offering lessons for other countries in the Mediterranean region.
