Fire in the forested tropics has profound environmental, economic, and social impacts at multiple geographical scales. Causes of tropical fires are widely documented, although research contributions are from many disciplines, and each tends to focus on specific facets of a research problem, which might limit understanding of fire as a complex social-ecological system. We conducted a systematic review to (1) examine geographic and methodological focus in tropical fire research; (2) identify which types of landholders are the focus of the research effort; (3) test for a research method effect on the variables, e.g., socio-political, economic, and climatic, identified as causes of and proposed management solutions to tropical fire; and (4) examine relationships between causal factors and proposed solutions. Results from 51 studies show distinct geographic and methodological tendencies in the literature. Few studies explicitly identify landholder types, and no social studies focused on large-landholders. Multiple drivers and potential solutions to preventing fire are identified and the research approach adopted had the strongest influence on the socioeconomic, direct fire management and landscape characteristics variables. There was an overall mismatch between identified cause and proposed management solution. These findings indicate that mixed method approaches are imperative to understanding the coupled human-nature system of fire and to improve rural development and management strategies to curtail tropical fire spread.

Reducing emissions from deforestation and degradation (REDD+) has gained increasing global attention because of its potential to reduce carbon emissions and improve forest governance. Reducing emissions from deforestation and degradation requires successful inclusive decision making and accountability. However, there have been limited empirical studies that examine the effectiveness of the current participatory mechanism used in REDD+. Our research analyzes the participation of policy actors in the development of the REDD+ instrument in Vietnam. We are interested in how the political context and the different interests of actors influence the degree of participation in national REDD+ policy decision making. We explored participation through the analysis of the mechanisms, e.g., how actors involve and participate in decision making, and dynamics of participation, e.g., highly centralized policy event vs. donor led event. The study aims to answer three research questions: (1) Who is involved in national REDD+ policy making and what are their interests in participating in core political events? (2) What level of participation do the different political actors have in core political events? and (3) To what extent do the outcomes, e.g., regulations and strategies, of REDD+ policy events incorporate different preferences of policy actors? Our findings highlighted the dominant role of government agencies in REDD+ policy making, which leaves limited political space for nonstate actors, e.g., NGOs and civil society organizations (CSOs), in Vietnam to exert an influence on the final policy outputs. Even in this highly centralized context, however, we found evidence to suggest that some political space in decision making is given to nonstate actors. Within this space, such actors are able to propose alternative policy options. Ensuring inclusive decision making and accountability in the Vietnam context requires a shift in current governance from traditional top-down approaches to a more participatory form of decision making.

Tropical forests in developing countries are increasingly being valued for their role in carbon sequestration. Such interest is reflected in the emergence of international initiatives for Reducing Emissions from Deforestation and Forest Degradation (REDD+). REDD+ requires addressing both tropical forests as complex social-ecological systems and the multiple sectors involved in tropical forest resources, which may necessitate transformational change away from business-as-usual approaches to forest governance. We studied the potential for REDD+ to mobilize an influential coalition of actors promoting transformational change in forest governance in Papua New Guinea (PNG), a leading proponent of REDD+ internationally. Combining policy network approaches with the advocacy coalition framework, we identified four advocacy coalitions in the REDD+ policy domain in PNG and estimated the influence of each coalition. We found the most influential advocacy coalition is promoting the status quo rather than governance reforms capable of reducing deforestations and forest degradation, leading us to suggest that business as usual is the dominant perspective in the REDD+ policy domain in PNG. This may explain why, despite the large amount of REDD+ rhetoric, there has been only modest change in formal policy or practice in PNG to date. However, we did find influential coalitions calling for transformational change. Although these are currently minority coalitions, we identified several pathways through which they could increase their power to realize transformational change

Tropical forests are experiencing a growing fire problem driven by climatic change, agricultural expansion and forest degradation. Protected areas are an important feature of forest protection strategies, and sustainable use reserves (SURs) may be reducing fire prevalence since they promote sustainable livelihoods and resource management. However, the use of fire in swidden agriculture, and other forms of land management, may be undermining the effectiveness of SURs in meeting their conservation and sustainable development goals. We analyse MODIS derived hot pixels, TRMM rainfall data, Terra-Class land cover data, socio-ecological data from the Brazilian agro-census and the spatial extent of rivers and roads to evaluate whether the designation of SURs reduces fire occurrence in the Brazilian Amazon. Specifically, we ask (1) a. Is SUR location (i.e., de facto) or (1) b. designation (i.e. de jure) the driving factor affecting performance in terms of the spatial density of fires?, and (2), Does SUR creation affect fire management (i.e., the timing of fires in relation to previous rainfall)? We demonstrate that pre-protection baselines are crucial for understanding reserve performance. We show that reserve creation had no discernible impact on fire density, and that fires were less prevalent in SURs due to their characteristics of sparser human settlement and remoteness, rather than their status de jure. In addition, the timing of fires in relation to rainfall, indicative of local fire management and adherence to environmental law, did not improve following SUR creation. These results challenge the notion that SURs promote environmentally sensitive fire-management, and suggest that SURs in Amazonia will require special attention if they are to curtail future accidental wildfires, particularly as plans to expand the road infrastructure throughout the region are realised. Greater investment to support improved fire management by farmers living in reserves, in addition to other fire users, will be necessary to help ameliorate these threats.

Reducing emissions from deforestation and degradation (REDD+) in tropical countries is an important and contested element of the post-Kyoto climate regime. For policy options which generate controversy between diverse actor groups, such as REDD+, mass media plays an important role in defining and supporting policy possibilities. Analysis of the way in which national media frames issues of climate change and deforestation can offer insights into the nature of the contested domains of the REDD+ policy process. Here, we examine the Brazilian national media discourses surrounding REDD+ because it contributes to setting the tone of policy debates at the federal level. Specifically, we ask the following: (i) How was REDD+ portrayed in the Brazilian national print media and whose opinions and perceptions were represented? and (ii) How have media frames on REDD+ in the national print media changed over time? Our results contribute with new knowledge for understanding the observed progress of REDD+ in Brazil. We identify two main themes that dominate the focus in the national media coverage of REDD+, specifically “politics and policymaking” (representing half the coverage) and “economics and market” (with over a third). Results show that discussions around carbon markets were amongst the most contested and that optimism in relation to REDD+ effectiveness declined over time. The analysis suggests that positions adopted on the national REDD+ strategy were shaped by state and federal collision of interests. We demonstrate an evolution of national concerns from an initial focus on efficiency (e.g. finance and carbon markets) to a recentred focus on equity issues (e.g. implementation of safeguards). We conclude with some thoughts on the implications of these features for REDD+ interventions and implementation in Brazil.
