Prospects of the farming sector and rural development in view of food security: The case of the Russian Federation

As the recent situation on world food markets has been increasingly volatile and has been associated with relatively higher food prices, contributing to demonstrations and riots across the world, Russias agriculture has attracted much attention from economists, experts and policy-makers because they believe that the country could become the worlds largest and most reliable grain producer and exporter. In that context, the aim of this report is to evaluate the role of the Russian Federation towards fulfilling domestic food security and more importantly global food security in the short and medium run. In particular, the study aims at examining if Russian farms could substantially increase further their respective output and export levels. The methodology followed in this report is a bottom-up approach, i.e. going from the farm (i.e. microeconomic level) to the food market (i.e. macroeconomic level), that explicitly considers the analysis of food security at the farm level and therefore complements well other works which study the agri-food sector in Russia at a more aggregated level. The perspective of the report is made possible by the use of a wide range of farm-level databases that are, for most, only available to Russian researchers and allow going into a more disaggregated and detailed level of analysis.

Assessing the Potential for Russian Grain Exports: A Special Focus on the Prospective Cultivation of Abandoned Land

The post-Soviet period has been characterised by the abandonment of land across the Russian Federation. Today, Russia has regained a prominent role in wheat markets. With improved market conditions (such as higher grain prices), the recultivation of these abandoned areas may increase grain exports in the medium term and thus further enhance Russia’s contribution to global food security. This chapter develops a simple methodological approach that aims to assess the potential for Russia to expand its grain area and its impact on grain exports under different export price development scenarios.

Russian Agriculture and Agricultural Policies in 2012

At present about 4% of Russia’s GDP is generated in agriculture; however, the sector still accounts for 9.7% of the total number of employed in domestic economy with 26% of the country’s population living in rural areas. The latter indicator has remained actually unchanged throughout the 10 recent years.

Russian Abstract: Одной из приоритетных целей социально-экономической политики России является развитие ее агропромышленного комплекса. В начале 2010 г. российский президент утвердил Доктрину продовольственной безопасности, разработанную в рамках Стратегии национальной безопасности Российской Федерации до 2020 г. (утверждена Указом Президента Российской Федерации от 12.05.2009 г. № 537). В Доктрине продовольственная безопасность впервые трактуется не как самообеспеченность сельскохозяйственной продукцией собственного производства, а как принято международными институтами – «обеспечение населения страны безопасной сельскохозяйственной продукцией, рыбной и иной продукцией из водных биоресурсов (далее – рыбная продукция) и продовольствием». Внутреннее производство рассматривается в качестве гарантии доступности населения страны к безопасным пищевым продуктам. Ранее используемое понятие «продовольственная безопасность» как «обеспечение потребности внутренним производством сельскохозяйственной продукции» трансформировалось в понятие «продовольственная независимость Российской Федерации» – «устойчивое отечественное производство пищевых продуктов в объемах не меньше установленных пороговых значений его удельного веса в товарных ресурсах внутреннего рынка соответствующих продуктов». Впервые в этом документе присутствуют такие понятия, как «показатели и критерии продовольственной безопасности», «экономическая доступность продовольствия» «физическая доступность продовольствия», систематизированы риски и угрозы обеспечения продовольственной безопасности РФ. Кроме того, здесь сформулированы основные направления государственной экономической политики в сфере обеспечения продовольственной безопасности России1. Под продовольственной безопасностью понимается «состояние экономики страны, при котором обеспечивается продовольственная независимость Российской Федерации, гарантируется физическая и экономическая доступность для каждого гражданина страны пищевых продуктов, соответствующих требованиям законодательства Российской Федерации о техническом регулировании, в объемах не меньше рациональных норм потребления пищевых продуктов, необходимых для активного и здорового образа жизни».English Abstract: One of the priority purposes of social and economic policy of Russia is development of her agro-industrial complex. At the beginning of 2010 the Russian president has claimed the Doctrine of food security developed within the Strategy of national security of the Russian Federation till 2020.Main directions of the state economic policy in the sphere of ensuring food security of Russia are formulated in the article.
