How Spanish Were the Spanish Netherlands

Abstract It is a firmly held belief that, from 1555 until 1700, the successive Habsburg sovereigns of the so-called Spanish Netherlands usurped the authority of the territory and maintained their power only by means of an army of occupation. Although recent research has thoroughly revised this antiquated analysis, it continues to live on until the present day. This article illustrates how stereotypes of Spanish usurpation were established at the beginning of the nineteenth century, both in the scholarly and popular literature, and demonstrates that, in the Spanish Netherlands, there was no ‘absolutism’ or ‘occupation’ on the part of the Habsburg authorities. On the contrary, after the separation from the rebellious provinces and the creation of the Dutch Republic, the Southern Netherlands were able to benefit from relative autonomy, at least when it came to domestic issues.

Implementing the truce: negotiations between the Republic and the archducal Netherlands, 1609–10

Generally, the truce treaty that was signed in Antwerp by the archdukes and the Republic on 9 April 1609 is seen as the definitive agreement that led to an armistice of 12 years between the two belligerent parties. Yet it was only one step in a series of negotiations and conferences that lasted from the spring of 1607 to the spring of 1612, since for a number of issues the stipulations of the truce were merely agreements in principle, the terms of which had to be finalised later on. The focus of this article is on the manner in which both parties wanted to see some of the articles actualised or clarified, on the strategies used by both parties in order to obtain what they wanted, and on the final outcome of these talks.

Het voorbije jaar 2000 heeft in Oost-Vlaanderen enkele fraaie staaltjes opgeleverd van een revival van bet (klein)stedelijk particularisme. Het getouwtrek rond de Dulle Griet bijvoorbeeld. Na lectuur van bet artikel Nieuw historisch onderzoek van de Dulle Griet bombarde in Gent van de hand van Marc Beyaert, verschenen in aflevering LIII van de Handelingen der Maatschappij voor Geschiedenis en Oudheidkunde te Gent, meende bet Oudenaardse gemeenteraadslid Giovanni Van Cauwenberghe (VLD) dat de Dulle Griet thuishoorde op de Grote Markt van Oudenaarde, en niet op bet Gentse Groot Kanonplein 1. De steenbombarde, geproduceerd in opdracht van een met dadendrang behepte hertog Filips de Goede, was rond 1436 in Gent verzeild geraakt. In 1452 werd bet gevaarte door de opgewonden Gentenaars naar Oudenaarde versleept om er de brave inwoners van dit rustig Scheldestadje mores mee te leren. Maar vooraleer met de Dulle Griet een schot kon worden gelost, werden de belegeraars door Bourgondische troepen van voor Oudenaarde verjaagd. Het Groot Kanon werd door de Gentse milities inderhaast achtergelaten, en naderhand vond de vuurmond een onderkomen in de Oudenaardse Lakenhalle. Tot de Gentse calvinistische bewindvoerders in 1578 hun Oudenaardse collegas verplichtten de bombarde weer afte staan en bet gevaarte opnieuw naar Gent werd overgebracht. Veeleer om symbolische redenen dan andere, want bet militaire belang van bet wapen was zo goed als nihil. Meer dan aileen maar een imposant stuk artillerie, was de Dulle Griet immers de vreeswekkende belichaming van de middeleeuwse grootsheid en de politieke autonomie van de Arteveldestad, die zich nu opnieuw opwierp als politiek centrum van bet graafschap Vlaanderen. Sporen van dit transport uit 1578 zijn terug te vinden in zowel de Oudenaardse als de Gentse stadsrekeningen. Maar over een verkoop of een officiele schenking van de bombarde aan Gent treft men in de archieven niets aan. En dus, besloot Van Cauwenberghe, is de Dulle Griet nog steeds eigendom van Oudenaarde, want oorlogsbuit na de smadelijke aftocht van de Gentenaars in 1452. Het onder-
