n sharp contrast to psychosurgery and, to a lesser degree, to scientific psychopharmacology, psychological and psychotherapeutic methods of behavior control are an ancient phenomenon. They have been described, studied, understood (and misunderstood) since man has thought about his world. We are not, in my opinion, here faced with explosions of new knowledge or new techniques of applying that knowledge. Nevertheless, our understanding of behavior and our ability to influence it by psychological means are slowly growing, and the social and ethical implications of this knowledge are so immense as to dwarf even the importance of our understanding of the physical world. A second difference between psychological means of control and surgical or chemical means relates to the distribution of the knowledge and skill required to exercise the control.
