AbstractAccording to economic theory, economic growth is related to Human Capital (HC). Lithuania is associated with countries where a high level of shadow economy exists. This paper examines the issues of human capital development under conditions of shadow economy. The aim of this paper is to evaluate the power and effects of the Lithuanian shadow economy in the context of human capital and to assess the inter-dependence between the power of the shadow economy and human capital. The theoretical justification for research on the inter-dependence between the power of the shadow economy and human capital is based on the analysis of how changes in the human capital structure and indicators reflect the power of the shadow economy and vice versa. Theoretical analysis has been made on the main features and factors of shadow economy and possible tools of human capital evaluation. Abstract This paper proposes to reveal typology of EU countries in human capital development. On the bases of theoretical findings on human capital development human capital development index which consists out of three sub-indices: Social progress of human capital, Innovation development rate of Human capital and Potential of Human capital development had been created. The human capital development index verified using the factor analysis and reliability analysis methods, created out of 26 primary variables and data of 26 EU countries were used. The hierarchical cluster analysis of human capital development in EU countries revealed six groups of the countries having the different human capital development patterns in EU. This scientific research is financed by the Research Council of Lithuania (Institutional scientific research program “Challenges of Lithuanian economyʽs long-term competitiveness”).

Abstract According to the data of European globalization adjustment fund (EGF) the re-employment rate at the end of the EGF measures in Lithuanian construction sector constitutes 74%, furniture industry - 65%, wearing apparel sector - 62%. However, Ex-post evaluation of EGF showed that the re-employment rate 12 months later is characterized by considerable downward trends and reaches only 57% in construction sector, 63% in the furniture industry and 56% in wearing apparel sector. According to data of Lithuanian Labour Exchange circa 35% of jobseekers, who took part in vocational training and after that got a job, return back as unemployed persons to the Labour Exchange. As a result, in the companies the employee turnover is increasing, and that has a negative impact on performance of organizations. The paper discusses active Labour Market measures, provided by Labour Exchange, and the compatibility of these measures with the expectations of organizations on jobseekers.
