This paper aims to verify the establishment effects of day care facilities for the elderly by social welfare organization “Syakaifukushi Jigyoudan” in Hagi city, where 1 old city merged with 6 old towns and villages during the mass mergers of the Heisei period. It’s based on the construction process and use characteristics of day care facilities. The social welfare organization has the advantage that it is easy to reflect the policy of the local government. Therefore, it is thought that it is possible to establish the facilities equally in whole loc al government.In particular, it is thought that cooperating with these corporations is easy in rural areas, because the number of entries of p rivate sector corporations is small and the number of entries of social welfare corporations is large.

he difficulty of facility management is pointed out in the area with few children, so putting the childcare facility in public facility as a broad-based facility over two or more school divisions is the effective method. In school divisions with many infants of city surrounding area, the rate of utilization is low and many potential demand is expected, by using a civic center or existing facilities such as vacant house more positively, the setup of autonomous improvement plan and target is important. It is useful methodology to aim at practical use of public facilities in the public facility reorganization plan in addition to nursery schools.

THE MANAGEMENT FORM OF SETTLEMENT SUPPORT SYSTEM WITH VACANT HOUSE INFORMATION AND GRANT FOR REPAIR BY LOCAL GOVERNMENTS

This paper aims at clearing the characteristics and practical use form of the settlement support system including the subsidy system. After 2006 years, local governments that introduced a subsidy system increased, and the governments that appropriate an area residence grant in a part of the source of revenue occupies majority. It is shown that the introduction of the subsidy system was promoted after securing a source of revenue along with the grant system foundation of the country. A form of grappling with the synthetic support that enriched economical and permanent support has appeared and the connection with the related group is planned, and the support system that it made use of the characteristics of each organization has being constructed.

CONVERSION PROCESS OF A VACANT HOUSE TO THE URBAN-RURAL EXCHANGE FACILITY IN THE MOUNTAINOUS VILLAGE

This study aims to clarify the factors for realization of the repair and extension works by “Kiwanosatoni-tsudou-kai” mainly composed of village inhabitants with the analysis of repair contents and processes, the division of works and repair costs. The factors are as follows. 1)The president of tsudoukai took on the responsibility of acting as a manager. 2) Inhabitants who have techniques and experiences of house repair participated in works of demolition, foundation and timber frame repair. 3) The whole repair costs were reduced because of procuring materials by themselves and setting low of labor cost. 4)The funds were prepared by subsidies and donations.

SUPPLY AND MANAGEMENT FORM OF REGIONAL WELFARE HOMES REUSED THE EXISTENT FACILITIES BY PRIVATE ASSOCIATION

For the advanced welfare service model by Yamaguchi Pre., the establishment details of welfare facilities, management form, contents of maintenance, cost and the effect on public support are examined. In case of the management by social welfare corporation, crop work, help of the volunteer activities and so on are done in addition to the fundamental service with the system which makes area and human resources reflect on the management. With the case of wooden house, there are a few plane changes and main improvement is the equipment renewal, and the effect on assistance is large for the folk association and there are a few self-burdens. Because it becomes full-scale improvement, the interior, fittings and heat insulations construction are necessary in addition to the equipment one, so the initial investment is large in case of steel frame facilities. Because there is no assistance to the steady management expenses with the model project, securing of the facilities cost of operation is difficult, in case of accepting the care insurance un-users, system-making of the human support by talented people training and public subsidy is the subject.
