Knowledge Maturing in the Semantic MediaWiki: A Design Study in Career Guidance

The evolutionary process in which knowledge objects are transformed from informal and highly contextualized artefacts into explicitly linked and formalized learning objects, together with the corresponding organisational learning processes, have been termed Knowledge Maturing. Whereas wikis and other tools for collaborative building of knowledge have been suggested as useful tools in this context, they lack several features for supporting the knowledge maturing process in organisational settings. To overcome this, we have developed a prototype based on Semantic MediaWiki which enhances the wiki with various maturing functionalities like maturing indicators or mark-up support.

Knowledge maturing activities and practices fostering organisational learning: results of an empirical study

Knowledge work is performed in all occupations and across all industries. The level of similarity of knowledge work allows for designing supporting tools that can be widely used. In this paper an activity-based perspective towards knowledge work is taken. Based on findings from a previous ethnographically-informed study, we identified valuable activities to be supported in order to increase knowledge maturing inside companies. The goal of this paper is to contribute to which knowledge maturing activities are deemed important, so that they can be supported by IT services. Quantitative and qualitative data have been collected in 126 organisations of different size, sector and knowledge intensity. Important feedback and issues emerged and need to be managed in order to support success in the knowledge maturing activities that allow improvement of organisational learning through the dissemination and application of the most appropriate knowledge.

Styles of Career Decision-Making

Distinctive styles of client decision-making have emerged from case study research into the effectiveness of career guidance. This paper explores some findings from the third year of a longitudinal study currently underway in England, which relate to the ways clients approach transitionpoints in their careers and make the decisions that move them on. Data analysis reveals four career decision-making styles: evaluative, strategic, aspirational and opportunistic. Overall, it is evident that the choices and decisions made as individuals progress towards longer-term career destinations are multi-dimensional, complex, sometimes being implemented over an extended time frame and not always rational. For practice, implications of these findings include the need for practitioners to place less emphasis on planning for certainty and more tolerance of undecidedness.

Literature Review on Employability, Inclusion and ICT, Report 1: The Concept of employability, with a specific focus on Young people, older workers and migrants

IPTS has launched a research project on how ICT can support employability, in the context of its policy support activities for the implementation of the Europe 2020 strategy, and the Digital Agenda for Europe. As a first step, JRC-IPTS contracted the Institute of Employment Research, University of Warwick, UK to prepare: a) a review of the literature on employability, its dimensions and the factors which affect it in general and for groups at risk of exclusion, namely migrants, youth and older workers; and b) a report on how ICT contribute to employability, support the reduction of barriers and create pathways to employment for all and also for the three specific groups at risk of exclusion. This report presents the findings of the first part of the research.

Redressing gender inequality in employment: the national and sub-regional policy ‘fit’

This article examines the ‘fit’ between policy development regarding gender inequality in employment at sub-regional and national (UK) level, in particular focusing on the experience of women. Drawing on research undertaken in Coventry and Warwickshire, the article explores the question of how policy development at sub-regional level fits with national policy, and whether the sub-region is an appropriate, or effective, level at which to develop policy on gender inequality in employment. It is argued that while there needs to be recognition of the limited ability of sub-regional policy to confront structural issues, policy development at this level does offer potential strengths in redressing both gender inequality in employment and the relative lack of a gender dimension in local economic development.

Organizational Learning from the Perspective of Knowledge Maturing Activities

The level of similarity of knowledge work across occupations and industries allows for the design of supportive information and communication technology (ICT) that can be widely used. In a previous ethnographically informed study, we identified activities that can be supported to increase knowledge maturing, conceptualized as goal-oriented learning on a collective level. The aim of this paper is to investigate the current state of support and success of these knowledge maturing activities and to contrast them with their perceived importance, to identify those which have the highest potential for being supported by ICT. Quantitative and qualitative data were collected through telephone interviews with representatives from 126 organizations throughout Europe in a sample stratified according to size, sector, and knowledge-intensity. The activities that appear to be most promising are “reflecting on and refining work practices and processes,” “finding people with particular knowledge or expertise,” as well as “assessing, verifying, and rating information.” Rich empirical material about how these activities are performed and also the issues that emerged and need to be managed were collected. Three clusters of organizations were identified: best performing organizations, people- and awareness-oriented organizations, and hesitant formalists. It was found that a balanced knowledge strategy that leaned toward personalization outperformed a codification strategy.

Stories of learning and their significance to future pathways and aspirations

ABSTRACT This explores the narratives from three individuals in low-skilled employment in the UK. The interviewees reflected upon their experiences of learning from compulsory education and beyond and their pathways through education to employment. The narratives illustrate how with the support of significant others, resilience and proactivity, they can overcome negative influences and subjective barriers to learning. Their barriers to learning will be examined in terms of their impact on future pathways and aspirations. The discussion will conclude by examining the role of significant others, and the potential role of career professionals, in combatting negative experiences of learning in order to raise aspirations and support positive pathways.

Exploratory research on internet-enabled work exchanges and employability. Analysis and synthesis of qualitative evidence on crowdsourcing for work, funding and volunteers

This report provides analysis of qualitative research into the relationship between the internet-enabled exchanges mentioned and employability. In doing so, it focuses on three areas of crowdsourcing: using the internet to access funding (CSF); using the internet to access and undertake paid work (usually remotely) (CSW); and using the internet to access unpaid work in the form of reciprocal exchanges or volunteering opportunities (which may be undertaken remotely), especially with the aim of developing skills for paid work (CSV).

ICT, internet-enabled work and implications for space and entrepreneurship

In the context of developments in information and communications technologies (ICTs) there is growing interest in opportunities for internet-enabled entrepreneurship. As the internet and ICTs have extended their reach in the economic and social spheres, so they have opened new possibilities and practices in the organisation, content and conduct of work and skills development, how work is contracted and where and how it is undertaken. The internet can alter the contours of labour markets and potentially change how individuals interact with them by broadening access to opportunities and enabling remote and mobile working. This chapter explores conceptually what ICT and internet-enabled work means for the location of work at local, national and international levels, drawing on a review of the literature and on findings from case study research with users of selected internet-enabled platforms. It focuses particularly on ‘crowdsourcing’ – defined broadly as an online-mediated exchange that allows users (organisations or individuals) to access other users via the internet to solve specific problems, to undertake specific tasks or to achieve specific aims. It outlines the diversity and key features of internet-enabled working and implications for the location of work and for entrepreneurship. It addresses two important questions: 1) how and whether internet-enabled working enables workers and businesses to operate in global marketplaces, so superseding the confines of neighbourhoods and local labour markets; and 2) how and whether such forms of work can foster local embeddedness by offering opportunities for entrepreneurship from a home location. It is concluded that crowdsourcing has contradictory relationships with space, since it can provide access to global opportunities, while at the same time enabling local work, as well as issues of flexibility and autonomy.
