The valuing of knowledge represents a gap in the field of organizational knowledge. This article aims at answering to which processes are adopted by individuals in the valuing of knowledge in organizations. The research, carried out with HR professionals, utilized the Grounded Theory Method. Results suggest that the individuals’ process of identification with the organizational identity has a central role in the valuing of knowledge. The organization, through its senior management or organizational routines, emerged as “the other” that seems to lead the guidelines to be followed, as well as which knowledge to assess and to value; it is the one that the organizational members seek to identify with. The individuals expressed mechanisms of assertion or reconstruction of their identities to generate, justify or negate their identification with the organization. It is suggested that the command model still prevails over vertical horizontal interaction, making it difficult to establish emergent knowledge among organizational members.

As rotinas organizacionais passaram a ser vistas como generativas e com um potencial para a mudanca continua. O presente ensaio teorico alega que as rotinas do orcamento empresarial (budgeting) representam uns locus adequado para estudos sobre a dinâmica das rotinas (Routine Dynamics), relacionando esses temas, sob a otica processual e a lente dos Estudos Organizacionais. Os orcamentos sao processos que integram o sistema de controle e planejamento das empresas e interagem com rotinas adjacentes. Destaca-se que existem sugestoes para que se estude ‘como’ os orcamentos sao usados. Assim, cabe considerar como sao percebidas as combinacoes e adaptacoes das rotinas orcamentarias, havendo uma dinâmica interna subjacente e como podem ser percebidos como uteis. Os orcamentos tambem tratam do sub-tema dos artefatos, pois sao considerados como um instrumento de gestao preponderante. Portanto, sugere-se uma agenda de pesquisa empirica com as abordagens deste debate e o enfoque na ecologia das rotinas orcamentarias.

In contemporary industrial organizations, globalization and technology are increasingly similar products in in this scenario, the operation becomes one of two main mechanisms of differentiation, and planning of production takes on a new strategic role. The objective of this study was to investigate this phenomenon, focusing on organizational routines and people. Based on a qualitative and interpretative approach, the work used the phenomenographic method to understand how the programmers themselves understand competence in their routines. Analysis of the interviews identified three different and distinct concepts. The programming of production as Allocation of resources and materials: as Mediation between different areas; and as Tactical-strategic management of the operation. The findings suggest that the strategic dimension of programming can be seen in the routines to varying degrees. Moreover, by revealing the concept of competence as the mediation between different areas of the company, the study reveals the strategies of negotiation at the heart of the debate on competence in programming and production routines.
