Seaport cluster information systems — A foundation for Port Community Systems' architecture

Numerous stakeholders are involved in operations of modern Port Community Systems: container terminals, customs, border police, coast guard, government ministry in charge of sea traffic and infrastructure, seaport agents, port authorities etc. Traditionally, all of these entities use separate and heterogeneous business information systems. Integration of these complex systems presents a challenge: the common goal should be the creation of one interconnected system, able to provide all vital information to various stakeholders while being efficient, financially viable and avoiding data and process duplication. In this paper, the authors will present main characteristics of existing seaport cluster information systems, their possible overlapping dependencies and initial component analysis, as a basis for decision-making related to architecture of future Port Community Systems.

Economic and financial analysis of investments in information security

The paper analyzes information security investments from both economic and financial points of view. Authors research special characteristics of information security investments and the difficulties which appear during the determination of input parameters of the economic analysis. Challenges in application of internal rate of return method are also analyzed. The constructed model of cash flow analysis of information security solution investments shows the feasibility of calculating the net present value, internal rate of return and the return on capital when using such an approach.

Integrating Maritime National Single Window with Port Community System – Case Study Croatia

A single point of data entry for documentary requirements and procedures in maritime transport Maritime National Single Window (MNSW) includes process integration of all stakeholders in the entire seaport system. The primary goal of the MNSW is to eliminate data redundancy in a way that the entered data is instantly visible in other systems, according to the set level of authorization and authentication. In many seaports, the administrative MNSW is connected to the commercial Port Community System (PCS), an information system for the exchange of cargo related commercial data. The linking of the MNSW and the PCS connects the administrative with the commercial business aspect, making seaport business processes more efficient and more effective. Both interfaces can only be developed by using process reengineering and presume significant investments in underlying information technologies. Such implementation requires in-depth analysis of all stakeholders’ processes in the seaport system, in order for both systems to complement each other.

Financial impact of forensic proceedings in ICT

Application of scientific forensic methods in ICT has become a mainstream methodology not only in criminal and civil proceedings, but also in preventive maintenance of various aspects of ICT systems used by corporations, governmental and other institutions. However, despite efforts of solution providers to create forensic hardware, software and procedures that are purported to be easy to use even by those that are not forensic experts, in most cases forensic proceedings are connected with high utilization of financial and temporal resources. Accelerated changes in information technology and architecture also require additional regulation that will pre-emptively ensure adequate amount and form of forensic trail left for possible future investigations. This paper is an attempt to describe current state of affairs of forensic proceedings, the latest trends and to provide comment on their financial impact and consequential real-world feasibility.

The modem approach to the analysis of logistics information systems

The terms of logistic management in organizations and the use of information and telecommunication technologies in support of the management are inextricably intertwined. The fundamental benefit which business systems obtain by using logistics business information systems is the optimization of business processes. By using the logistics information systems the focus is shifted to those business processes that result in the highest added value. The highest level of development of logistics business information systems results in the construction of an integrated logistics information system that allows data mining processes and supports managerial decision making. This paper analyzes the development of logistics information systems, their types and functionalities in the context of modern business environments.

Microeconomic and macroeconomic overview of ICT as a primary driver behind the digital economy

Widespread implementation and ubiquitous beneficial impact of ICT technologies is often praised as a decisive factor demarcating the frontier between “old” (classical), and “new” models of digital economies. However, exact quantitative analysis of such impact on a micro and macro level shows some surprising results. No unique conclusions could be applied to all countries and in all timespans. ICT technologies are subject to the law of diminishing returns more than any other, their impact is notoriously difficult to measure and carries a number of hidden and sunk costs and transfer effects. Furthermore, there is a distinctive difference in yields derived from ICT technologies in national economies depending on their use or development and production. On a microeconomic level of a single company, only investments in those ICT technologies that aim to preserve and increase value of the information capital can be economically justified. In this paper, the authors will research and elaborate the impact of implementation of ICT technologies on the corporate level and aggregate measures of national economies.

Analysis and recommendations for e-business development in Croatia

In this paper, the development of e-business in Croatia in the last decade has been researched, with special emphasis on legislation, organization and state influence, along with the influence of other relevant and potential stakeholders. The influence of Croatian inclusion into the European Union has been analyzed, both before and after the inclusion in 2013. The main directions of e-business development in Croatia are presented. Main segments of e-business have been analyzed (b2b - business-to-business, b2g - business-to-government and c2g - citizen-to-government). EU DESI, UN e-Government Survey, e-Participation Index (EPI), World Economic Forum (WEF) data, UN Open Government Data (OGD) and other relevant indices have been studied and interpreted. In the closing part of the paper, guidelines for development of e-business in Croatia are presented along with author conclusions, specifying e-business as a key element for the evolution of digital economy and digital society.
