A comparative analysis of CMMI software project management by Brazilian, Indian and Chinese companies

This article presents and discusses the perception of skilled professionals working in the Brazilian, Chinese and Indian software industries about their use of Capability Maturity Model Integration. About 429 employees from 19 software production companies that use the model took part in the study. Multivariate analysis methods, such as factorial analysis, were used to identify the interdependence between multiple variables. This led us to six factors: software project development, quality and productivity, professional career, team/working environment, problem identification and analysis and modeling. Three different analysis dimensions (country, company’s maturity level and company size) were investigated to assess the impact of the CMMI model on the six factors, which were defined for each of these dimensions.

O PLANEJAMENTO ESTRATÉGICO E A VISÃO BASEADA EM RECURSOS (RBV) uma avaliação da tecnologia da informação na gestão hospitalar

O artigo apresenta os resultados de uma pesquisa empirica conduzida em cinco hospitais publicos da cidade do Rio de Janeiro. Traz em destaque o caso de um hospital publico que podera servir de benchmarking para outros hospitais brasileiros, uma vez que tem na Tecnologia da Informacao (TI) e no Planejamento Estrategico (PE) um valioso ativo para o desenvolvimento de suas competencias, indo ao encontro da teoria RBV ( resource-based view ). A pesquisa, de natureza qualitativa e exploratoria analisa a percepcao dos gestores de hospitais sobre a situacao em que se encontram a consciencia, as acoes e as praticas da gestao estrategica de TI. Os dados de campo foram coletados em entrevistas feitas com os gestores de TI e de infraestrutura desses hospitais. O estudo possibilitou identificar carencias e problemas relativos ao PE, selecao, implantacao e uso da TI, e de outras ferramentas nos hospitais investigados. Os resultados sao preocupantes e apresentam relatos do quanto a gestao hospitalar precisa ser aprimorada, especialmente no tocante ao reconhecimento da TI como recurso valioso para o desenvolvimento de competencias organizacionais e inovacoes.

The Use of Information Technology in Public Hospitals in the City of Rio de Janeiro

The application of Information Technology (IT) at the medical-hospital services sector, especially in Brazil, reveals yet slow and incipient, due, especially to the particular characteristics from this sector. This article presents results from research aiming at analyzing the application, use and investments in IT in five public hospitals from the municipality of Rio de Janeiro. The field data were collected using a questionnaire applied to the executives directly connected to the management of infrastructure and IT of such hospitals. The analysis of data was by means of descriptive statistics. The research identified weaknesses and problems relative to planning, selection, implementation and use of such management technology and tools at the researched hospitals. It was also possible to identify the hospitals which better use and take better advantage of resources and easiness of this technology so as to facilitate the routine and work processes from their doctors, patients and directors.

Benefits of Process Simulation Software – The Case of a Brazilian Mixed Public-Private Company

This paper presents an evaluation of the use of mapping and process simulation software as a tool for value mapping, by means of analyzing the costs, time frames and resources involved in each activity that composes the process of procuring information and communication technology resources of a company with mixed public-private ownership in the Brazilian electric power sector. We mapped the company’s processes using the AS IS model and its simulation, and based on the results of the simulation we suggested the necessary corrections and adjustments. The simulation and analysis based on the TO BE model contributed to the visualization of new bottlenecks and problems, providing support for continuous improvements. The use of the ASTS&I model enabled running simulations before implementing the changes in the process, helping us to identify the possible problems by means of the performance indicators. The final result was redesign of the process and the generation of the TO BE model, which allows the evaluation and improvement of processes in the company studied before its practical implementation.

Rationalization of Organizational Processes: The Case of the Institute of Applied Social Sciences of Rio de Janeiro Federal Rural University

Processes are instruments for systematization of working activities that facilitate management and add value to the organization. This study describes results of mapping the processes of the Institute of Applied Social Sciences of Rio de Janeiro Federal Rural University (UFRRJ). The study is qualitative, exploratory and interventionist in nature. The data were collected by consulting the literature and documents and conducting interviews. We sought to ascertain the most suitable techniques and methods for the objectives of the study, and through interviews with managers and other staff members it was possible to assess the initial situation of the organization, its bottlenecks and critical points, and from the knowledge obtained, to implement improvements in the process. The results allow concluding that the mapping of processes contributed by enabling the sector to identify and better visualize the processes, identify failures, standardize activities and improve the quality of the services rendered.

Process-Based Project Management for Implementation of an ERP System at a Brazilian Teaching Institution

One of the main challenges faced in implementing ERP systems is how to efficiently manage a project of this size. This article presents the case of the Instituto Federal de Educacao, Ciencia e Tecnologia do Rio de Janeiro – IFRJ, which established a process-based project management solution to implement the ERP system, showing the preliminary results achieved and advantages expected with the conclusion of the program. The PMBOK method was chosen to implement the ERP, while concepts of business process management (BPM) are being used to support the activities carried out in the project. The adjustment and alignment of the methods have enabled the team to implement the system considering its complexity, interconnections and the particularities of the institute. The benefits attained from the modules implemented so far are improved agility of services, greater assertiveness in decision making e better performance, all achieved through the adoption of integrated project management.

Proposal to Implementation Time-Driven Activity Based Costing (TDABC) for Calculation of Surgical Procedure Costs of a Medium-Sized Teaching Hospital

Hospitals have several distinct services besides in-patient and out-patient health care. This service diversity leads to huge complexity and to high cost of the hospital management. However, specific characteristics of health services, such as the diversity of professionals and their autonomy, the variety of procedures, the different types of information and often the lack of an integrated system of information, make cost calculation a big challenge. In Brazil, there are only a few hospitals that can calculate their costs and utilize them as a tool for effective management. This study presents the preliminary results of TDABC use for calculating the costs of surgical procedures at a medium-sized hospital, as well as to use business process analysis and modeling for its implementation. The results attained so far indicate that TDABC is an adequate method for calculation and effective control of costs and a tool for improving processes as well.

IT Service Management Using COBIT Enablers: The Case of Brazilian National Institute of Cancer

Due to increased demand for Technology Services in Brazilian Public Institutions, Information Technology (IT) planning activities are increasingly being used in organizations and IT services are maintained with goal differential in the market. The purpose of this article is to investigate how the ITIL implementation contributes to Brazilian National Institute of Cancer management model by using COBIT IT governance practices to measure organizational performance. For this, a qualitative field research was done, through interviews aimed at evaluating the perception of the subjects investigated on the research them. It was identified that the strategies converge when it comes to the initiative to improve administrative processes. The main conclusion is that ITIL and COBIT practices are equally relevant for improving the efficiency of governance cycle management in the institution under study.

A GESTÃO DE NEGÓCIOS EM UMA EMPRESA ATACADISTA DO RIO DE JANEIRO: DESAFIOS PARA O CRESCIMENTO

This study was conducted in a medium-sized wholesale company in the state of Rio de Janeiro, where the main leaders are from Chinese origin. The company operates in the Brazilian market, especially in the trade of household articles, appliances and electronic appliances. The aim of the study was the development of a recommendation plan by an organizational diagnosis improving the performance of the purchasing department, based in Business Process Management (BPM). For this, we used qualitative, descriptive and a case study, based on semi-structured interviews with key managers from the company. Good sales and increasing revenue previously masked many problems of quality and productivity. The organizational diagnosis identified that the main reason was the lack of strategic planning and a model of management in organizational practice. With the evolution of the study, it was found that the adoption BPM and the professionalization of management would be good ways to achieve the goals, objectives and to improve organizational performance, the desired link between the strategies and the effectiveness of the desired results.

THE STRATEGIC PLAN AND THE RESOURCE-BASED VIEW (RBV): AN EVALUATION OF INFORMATION TECHNOLOGY IN HOSPITAL MANAGEMENT ABSTRACT This article presents the results of empirical research conducted in five public hospitals of Rio de Janeiro city. It Highlights the case of a public hospital that can serve as a benchmarking for other brazilian hospitals since it has in information technology (IT) and in strategic planning (SP) a valuable asset for the development of their skills, going to meet the RBV theory (resource-based view). This qualitative and exploratory study examines the hospitals managers’ perception on the situation of strategic awareness, organizational practices and actions to IT strategic management. The field data were collected in interviews with IT and infrastructure managers of these hospitals. The study made it possible to identify shortcomings and problems relating to the SP, selection, deployment and use of IT and others tools in hospitals researched. The results are worrying and present reports of how much the hospital management needs to be improved, especially as regards the recognition of IT as a valuable resource for developing organizational skills and innovations.
