International Civil Aviation Organization and other international aviation organizations regulate the safety in civil aviation. In the recent years the International Civil Aviation Organization has introduced the concept of the safety management system through several documents among which the most important is the 2006 Safety Management Manual. It treats the safety management system in all the segments of civil aviation, from carriers, aerodromes and air traffic control to design, construction and maintenance of aircraft, aerodromes, those who produce instruments, equipment and parts for the needs of civil aviation and others. This paper presents and partly deals with the documents from the safety management system domain and the system implementation in Croatia with special focus on the Croatia air navigation service provider, Croatia Control Ltd. A substantial number of passengers landing at Split Airportduring the tourist season continue their journey to the destinationson the central Dalmatian islands. Today the transfer isdone mainly through the ferry port in Split. The insufficient capacitiesof roads from the airport to the city centre which accommodatesthe ferry port and waiting for the embarkation onthe ferries and the transport itself to the islands and the finaldestinations take much longer than the air transport itself toSplit. The paper studies the possible improvements of the existingcondition as well as the construction completion and openingto traffic of the passenger sea port next to Split Airport whichwould provide a much better solution of passenger transfer tothe islands.

The work presents the development of carriers in passengerair traffic, and the focus is on the development and operationsof carriers in chartered passenger transport. After the SecondWorld War, there were only scheduled air carriers. The need formass transport of tourists resulted in the development of chartercarriers or usage of scheduled carriers under different commercialconditions acceptable for tourism. Eventually also low-costcarriers appeared and they realize an increasing share in thepassenger transport especially in the aviation developed countries.

Respecting the requirements for preservation and protectionof the environment, the present day is marked by implementation of legislative regulations in order to reduce the adverseeffects of transport vehicles.The increasingly strict eco-regulations in air traffic areaimed at reducing the aircraft engine emissions and gradualelimination of noise producing aircraft.Apart from the USA, operational restrictions have been announcedalso by other ICAO members, such as the ECACcountries, Australia, Japan and New Zealand.In spite of a good geo-traffic position and the tendency ofintegration into the European and world traffic routes, Croatiahas found itself, due to the process of gaining independence,defending its vital national interests and organization of civilaircraft authorities, lagging behind with the implementation ofthe present international regulations regarding environmentalprotection criteria in aircraft operations.
