Purpose – Fatigue associated with shift work is a well-established and pervasive problem in policing that affects officer performance, safety, and health. It is critical to understand the extent to which fatigue degrades officer driving performance. Drowsy driving among post-shift workers is a well-established risk factor yet no data are available about officer injuries and deaths due to drowsy driving. The purpose of this paper is to assess the impact of fatigue associated with work shift and prior sleep on officers’ non-operational driving using laboratory experiments to assess post-shift drowsy driving risks and the ability of a well-validated vigilance and reaction-time task to assess these risks. Design/methodology/approach – Experienced police patrol officer volunteers (n=78) from all four shifts of a medium-sized city’s police department were tested using a within- and between-subjects design to assess the impact of fatigue on individual officers, as well as the impact of different work shifts, on post-shift driving performance. Controlled laboratory experiments were conducted during which participants drove high-fidelity driving training simulators on two occasions: immediately following five consecutive 10:40-hour patrol shifts (fatigued condition) and again 72 hours after completing the last shift in a work cycle (rested condition). Findings – Generalized linear mixed-model analyses of driving performance showed that officers working night shifts had significantly greater lane deviation during post-shift, non-operational driving than those working day shifts (F=4.40, df=1, 150, p=0.038). The same method also showed that easy to measure psychomotor vigilance test scores for reaction time predicted both lane deviation (F=31.48, df=1, 151, p < 0.001) and collisions (F=14.10, df=1, 151, p < 0.001) during the simulated drives. Research limitations/implications – Simulated driving tasks done by participants were generally less challenging than patrol or off-duty driving and likely underestimate the impact of fatigue on police driving post-shift or during extended shifts. Originality/value – This is the first experimental research to assess the impact of shiftwork, fatigue, and extended shifts on police post-shift drowsy driving, a known risk factor for shift workers in general.

Objective: To demonstrate that psychophysiology may have applications for objective assessment of expertise development in deadly force judgment and decision making (DFJDM). Background: Modern training techniques focus on improving decision-making skills with participative assessment between trainees and subject matter experts primarily through subjective observation. Objective metrics need to be developed. The current proof of concept study explored the potential for psychophysiological metrics in deadly force judgment contexts. Method: Twenty-four participants (novice, expert) were recruited. All wore a wireless Electroencephalography (EEG) device to collect psychophysiological data during high-fidelity simulated deadly force judgment and decision-making simulations using a modified Glock firearm. Participants were exposed to 27 video scenarios, one-third of which would have justified use of deadly force. Pass/fail was determined by whether the participant used deadly force appropriately. Results: Experts had a significantly higher pass rate compared to novices (p < 0.05). Multiple metrics were shown to distinguish novices from experts. Hierarchical regression analyses indicate that psychophysiological variables are able to explain 72% of the variability in expert performance, but only 37% in novices. Discriminant function analysis (DFA) using psychophysiological metrics was able to discern between experts and novices with 72.6% accuracy. Conclusion: While limited due to small sample size, the results suggest that psychophysiology may be developed for use as an objective measure of expertise in DFDJM. Specifically, discriminant function measures may have the potential to objectively identify expert skill acquisition. Application: Psychophysiological metrics may create a performance model with the potential to optimize simulator-based DFJDM training. These performance models could be used for trainee feedback, and/or by the instructor to assess performance objectively.

Purpose of ReviewOur 24/7 society is dependent on shift work, despite mounting evidence for negative health outcomes from sleep displacement due to shift work. This paper reviews short- and long-term health consequences of sleep displacement and circadian misalignment due to shift work.Recent FindingsWe focus on four broad health domains: metabolic health, risk of cancer, cardiovascular health, and mental health. Circadian misalignment affects these domains by inducing sleep deficiency, sympathovagal and hormonal imbalance, inflammation, impaired glucose metabolism, and dysregulated cell cycles. This leads to a range of medical conditions, including obesity, metabolic syndrome, type II diabetes, gastrointestinal dysfunction, compromised immune function, cardiovascular disease, excessive sleepiness, mood and social disorders, and increased cancer risk.SummaryInteractions of biological disturbances with behavioral and societal factors shape the effects of shift work on health and well-being. Research is needed to better understand the underlying mechanisms and drive the development of countermeasures.

Purpose The purpose of this paper is to investigate whether citizen characteristics (race/ethnicity and attire) or demeanor predicted how officers interacted in simulation scenarios that could turn violent. Design/methodology/approach Controlled-laboratory experiments were conducted during which police participants (n=50) responded to equivalent numbers of black, white, and Hispanic individuals in multiple branching video scenarios in a use-of-force simulator. Within these scenarios, the attire of on-screen individuals was varied (“street” or “business” clothing) as was their demeanor – individuals were either friendly or confrontational. Each scenario had the potential to end peaceably or turn violent, depending on how the officers treated people in the simulator. Findings Multi-level modeling revealed that neither the race/ethnicity nor the attire of on-screen individuals predicted how officers interacted with them. However, the demeanor of on-screen individuals did – officers were significantly more likely to verbally escalate and end up with a deadly outcome when faced with confrontational individuals (f=3.96; df=1, 558; p<0.05). Research limitations/implications These findings offer important new insight into how fairly officers interact with people during routine encounters that have the potential to turn violent, and what this means for perceptions of police legitimacy, procedural justice, and allegations of racial bias. Originality/value This is the first laboratory study to test the impact of citizen characteristics and demeanor on how officers escalate and de-escalate encounters.

Purpose – Most US states exempt police officers from restrictive distracted laws, and most agencies require officers to use mobile data computers while driving. The purpose of this paper is to examine the impact of a text-based distraction task on officer driving performance. Design/methodology/approach – Experienced police patrol officers (n=80) participated in controlled laboratory experiments during which they drove a high-fidelity driving simulator on four separate occasions; twice immediately following five consecutive 10:40 hour patrol shifts (fatigued condition) and again 72 hours after completing the last shift in a cycle (rested condition). PURPOSE The purpose of this paper is to examine the situational and individual officer characteristics of officer-involved vehicle collisions that result in fatality, injury, and non-injury outcomes. DESIGN/METHODOLOGY/APPROACH Data on 35,840 vehicle collisions involving law enforcement officers in California occurring between January 2000 and December 2009 are examined. A descriptive analysis of collision characteristics is presented. FINDINGS There were 39 officers killed by collisions over this study period and 7,684 officers who received some type injury. Incidents involving officers on motorcycles represented 39 percent of officer fatalities and 39 percent of severe injuries. In the case of fatalities, 33 percent of officers were reported as wearing seatbelts, 38 percent were not wearing a seatbelt, and seatbelt use was not stated in 29 percent of car fatalities. RESEARCH LIMITATIONS/IMPLICATIONS The findings only represent one state and the analysis is based on an estimated 86 percent of collisions that occurred during the study period due to missing data. Nonetheless, the results are based on a robust sample and address key limitations in the existing literature. PRACTICAL IMPLICATIONS During the study period in California the estimated financial impact of collisions reached into the hundreds of millions of dollars when considering related fatality, injury, and vehicle damage costs combined. These impacts highlight the need for the law enforcement community to give greater attention to this issue. ORIGINALITY/VALUE At the time of this writing there was no published independent research that compares the situational and officer characteristics across fatality, injury, and non-injury outcomes in these events. The findings reported here will help inform emerging interest in this issue within the law enforcement, academic, and policy-making communities.

Brain imaging data describe differences in the ASD brain, including amygdala overgrowth, neural interconnectivity, and a three‐phase model of neuroanatomical changes from early post‐natal development through late adolescence. The pupil reflex test (PRT), a noninvasive measure of brain function, may help improve early diagnosis and elucidate underlying physiology in expression of ASD endophenotype. Commonly observed characteristics of ASD include normal visual acuity but difficulty with eye gaze and photosensitivity, suggesting deficient neuromodulation of cranial nerves. Aims of this study were to confirm sensitivity of the PRT for identifying adolescents with ASD, determine if a phenotype for a subtype of ASD marked by pupil response is present in adolescence, and determine whether differences could be observed on a neurologic exam testing cranial nerves II and III (CNII; CNIII). Using pupillometry, constriction latency was measured serving as a proxy for recording neuromodulation of cranial nerves underlying the pupillary reflex. The swinging flashlight method, used to perform the PRT for measuring constriction latency and return to baseline, discriminated ASD participants from typically developing adolescents on 72.2% of trials. Results further confirmed this measures sensitivity within a subtype of ASD in later stages of development, serving as a correlate of neural activity within the locus–coeruleus norepinephrine (LC–NE) system. Purpose Policing faces several critical problems, the most immediate of which are arguably public perceptions of racial bias, and widely prevalent officer fatigue related to shift work and long work hours. The purpose of this paper is to determine whether the “reverse racism effect” still occurred when officers were extremely fatigued. Design/methodology/approach Controlled laboratory experiments were conducted during which experienced police patrol officers responded to black and white suspects in deadly force judgment and decision-making simulations on two occasions; once immediately following the last of five consecutive 10:40 hours patrol shifts (fatigued condition) and again 72 hours after completing the last shift in a cycle (rested condition). Findings Contrary to expectations, the authors found that officer fatigue did not significantly affect shooting behavior. Furthermore, the authors did not find a significant interaction between officer fatigue and suspect race on either reaction time to shoot or the likelihood of shooting an unarmed suspect. Thus, the reverse racism effect was observed both when officers were rested and fatigued. Research limitations/implications As policing agencies around the country respond to allegations of racial bias, both the public and police search for empirical evidence about whether negative perceptions are accurate about officers’ motivations in deadly encounters. The research reported here provides insight about how fatigue effects officers’ decisions to shoot black vs white suspects, and directly addresses this high profile and divisive national issue. Originality/value This is the first valid experimental test of the impact of fatigue on officer shooting behavior, and the interaction between police fatigue and suspect race on decisions to shoot.

Purpose This research developed and implemented a novel method for creating interval-level metrics for objectively assessing police officer behaviors during an encounter with the public. These behaviors constitute officer performance and affect the probability of desirable encounter outcomes. The metrics measure concrete, micro-level performance in the types of complex, dynamic, and low-information police-public encounters that are common and often require immediate action using “naturalistic” decision making. Difficulty metrics also were developed to control for situational variability. The utility of measuring what officers do vs. probabilistic outcomes is explored with regard to informing policymaking, field practice, and training. Very little is known about the acoustic characteristics of the daylong auditory environment of children, especially for those children who belong to an at-risk population such as those with hearing loss. This work looks at the daylong acoustic amplitude from the auditory perspective of young children. Naturalistic audio was collected from a wearable audio recorder. Amplitude values were collected from 814 daylong recordings from children aged 1–90 months, with 318 from children who are typically developing and 496 from children with mild- to moderate hearing loss. We compared for difference by sex, hearing status, and age. Results suggest that boys’ recordings had higher amplitude than girls’, and that recordings of children with mild- to moderate hearing loss had higher amplitude than children who were typically developing.
