This study addresses changes in student perceptions when team leaders are incentivized. Although the benefits of groupwork have been thoroughly studied and documented, minimizing dysfunctional teamwork may prove difficult because of leadership incentives, social loafing, and organizational justice implications. Using an innovative pedagogical design, this study found that team members experienced fewer dysfunctional behaviors, and teams with incentivized leaders had better performance. These findings may have implications for management educators.

Abstract The response of our defense industrial base to major changes, such as the collapse of the former Soviet Union, emphasize the need to continue to improve the way the United States buys weapon systems. By looking through a historical lens, this paper addresses predicting the long-term success of acquisition practices and reform initiatives for the cost community. A literature review identifies acquisition reform legislation and initiatives since World War II. Looking at past acquisition reform and their long term impacts leads to the conclusion that acquisition reform efforts must be viewed skeptically. Given a dynamic environment, estimating costs may actually be made more difficult by reform initiatives. Improvement in the acquisition of weapon systems requires fundamental change that emphasizes future implications, not just focusing on the present or past. “This conjunction of an immense military establishment and a large arms industry is new in the American experience… We recognize the imperative need for this development. Yet we must not fail to comprehend its grave implications… In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex. Abstract Cost analysis is often viewed as applying basic principles and cost methodologies to determine total system cost. These finished estimates then flow into a decision making process and the cost estimator leaves the stage. Reality shows that the cost estimator is actually one of the main contributors to the decision making process. Our introduction to this special issue explores the areas where cost estimating plays a major role in program management in areas beyond the normal program estimate. We have included articles that show the key role cost estimators can play in source selection strategies and evaluation; cost of delay analysis for management decisions, earned value management methods to predict program costs; decision criteria to rank competing projects that complement traditional cost-based methods; and a new methodology for determining research and development budget profiles.
