Developing Citizens: The Impact of Civic Learning Opportunities on Students’ Commitment to Civic Participation:

This study of 4,057 students from 52 high schools in Chicago finds that a set of specific kinds of civic learning opportunities fosters notable improvements in students’ commitments to civic participation. The study controls for demographic factors, preexisting civic commitments, and academic test scores. Prior large-scale studies that found limited impact from school-based civic education often did not focus on the content and style of the curriculum and instruction. Discussing civic and political issues with one’s parents, extracurricular activities other than sports, and living in a civically responsive neighborhood also appear to meaningfully support this goal. Other school characteristics appear less influential.

Small High Schools on a Larger Scale: The Impact of School Conversions in Chicago

This study examines 4 years of small school reform in Chicago, focusing on schools formed by converting large traditional high schools into small autonomous ones. Analyzing systemwide survey and outcome data, the authors assess the assumptions embedded in the reform’s theory of change. They find that these schools are characterized by more collegial and committed teacher contexts and more academically and personally supportive student contexts. There is some evidence of decreased dropout rates and increased graduation rates for the first cohort of students but not for the second cohort. The authors do not find stronger instruction, nor do they find student achievement has improved. They discuss implications for reformers and policy makers who are interested in small schools in particular and high school reform in general.

Teacher Perspectives on Evaluation Reform Chicago’s REACH Students

In the 2012–2013 school year, Chicago Public Schools unveiled its new teacher evaluation system in all of its almost 600 schools. This study draws on 32 interviews from a random sample of teachers and 2 years of survey data from more than 12,000 teachers per year to measure their perceptions of the clarity, practicality, and cost of the new system. Relationships between these measures and teacher characteristics and indicators of leadership and school community are also explored. We find teachers are positive about the new system—especially the observation process. However, they have concerns about the inclusion of student growth in their evaluation. We find teacher perceptions about evaluation are positively correlated with their perceptions of leadership and professional community.

Creating small schools in Chicago: an early look at implementation and impact

There is widespread concern in many US cities about student alienation, dropout and under-achievement in large urban high schools. Chicago, with support from the Gates Foundation and other agencies, has embarked on a major reform involving the establishment of new small schools and the division of larger schools into smaller ones. This article reports on early evaluations of the project, alongside previous evaluations of small high schools. It highlights early effects such as: improved relationships; cooperation between teachers; awareness of personal difficulties; student engagement; and better attendance. Although it is too early to demonstrate the result in terms of summative attainment measures, these clearly provide a strong foundation.
