Metropolitan cooperation in Europe: Theoretical issues and perspectives for urban networking 1

In recent years urban entrepreneurialism has become a metropolitan strategy to cope with the challenges of an increasingly flexible global economy. Building on a debate about the problematic nature of this strategy we argue that cooperation of cities, or metropolitan cooperation, constitutes a new policy option for local actors which has the potential to overcome the negative effects of urban competition. In order to explore this potential we analyse the fundamental changes of the local state and existing cooperative efforts. This analysis shows that so far metropolitan cooperation is mainly experimental in character and a policy option that moves forward by trial and error and by learning from success and failure. We see this as partly due to a lack of an adequate theoretical framework dealing with the economics of urban systems. By way of synthesizing different academic discourses we suggest a conceptualization of metropolitan cooperation which takes into account the potential economic benefits and institutional requirements of cooperative behaviour of urban actors. Based on these considerations we establish criteria for suitable thematic fields of metropolitan cooperation and suggest forms of institutionalization.

State Formation and Territoriality in the European Union

This article analyses the process of the expansion and integration of the EU from the perspective of a transformation to a competitive state formation. The recent construction of the EU is based on institutional arrangements which aim to combine different politics of scale with a general improvement of economic competitiveness and administrative efficiency. Recent theoretical advancement in state theory are applied in order to emphasise innovative aspects of European integration. After a concise overview about the history of the EU-territoriality and a discussion whether there is a spatial logic observable within the integration process the article outlines a political geography of the EU competition state and respective politics of scale. Finally the question of the future shape of the EU is re-addressed in light of strategic decisions to introduce a defensive or offensive flexibility.

The erosion of corporatism? The rescaling of industrial relations in Germany

By the 1980s, some scholars had already claimed that corporatism, as an expression and institution of the bilateral negotiations between trade unions and employers’ associations, had come to an end. This perception is stronger nowadays than it was then. Quite often it is argued that, as a result of economic liberalisation and the paradigm shift from Keynesianism to Monetarism, industrial relations are under pressure, and that this is accompanied by a weakening of trade union power. In this article, the development of collective negotiations and the new contours of corporatism are analysed with respect to Germany. At the moment we are witnessing a decentralisation of formerly central negotiations and their differentiation in the direction of collective and/or concession bargaining at the level of the firm. At the same time, there is an important trend towards the up-scaling of industrial relations to the European Union level. The central argument of the article, therefore, is that a rescaling of industrial relations is taking place, which does not necessarily mean an end to corporatism but, rather, profoundly new qualities of corporatism. In order to develop the argument, changes in industrial and political organisation are examined.

Städtische Flächenentwicklung vor dem Hintergrund von Veränderungen in der Immobilienwirtschaft

KurzfassungBis in die 1980er Jahre war städtisches Flächenmanagement in Westeuropa vor allem durch lokale Gegebenheiten und Akteure strukturiert. Dies hat sich mit einer verstärkten Nachfrage nach Büroraum, neuen Formen der Immobilienfinanzierung und einer erhöhten Markttransparenz aufgrund politischer Deregulierungen verändert. Insgesamt führte dies zu einer Dynamisierung des städtischen Immobilienmarktes und einer Verschiebung von Selbstnutzern zu Kapitalanlegern als zentralen Immobilienakteuren. Es stellt sich die Frage, welche Herausforderungen und Potenziale sich daraus für Flächen- und Immobilienentwicklung in Städten ergeben. Droht durch zunehmende Aktivitäten von überregionalen und finanzmarktbasierten Immobilienentwicklern und Investoren nun eine stärkere Abhängigkeit von mobilen Investitionen in der Stadtentwicklung? In dem Artikel wird versucht, dieser Frage vor dem Hintergrund einer Reorganisation der Immobilienwirtschaft und einer Restrukturierung von städtischen Standorten nachzugehen.AbstractUp to the 1980s, urban property development and management in Western Europe was structured by local conditions and actors. This has changed due to strengthened demand for office space, new forms of real estate financing and an increased market transparency as a consequence of political deregulation. At present, these changes go along with a mobilization of the urban property market and a shift from an use value perspective to an exchange value orientation. What kind of challenges and possibilities arise from these transformations for the urban property development? Does an increased importance of supraregional and shareholder value oriented property developers and investors imply a dependency of urban (property) development on mobile investments? In this article these questions will be answered by analyzing the effects of the reorganization of the real estate industry and the restructuring of urban policy.

Entwicklungstrends europäischer Metropolregionen und konzeptionelle Bausteine für das Hamburger Leitbild „Wachsende Stadt“

Ein Leitbild mit der Perspektive der „wachsenden Stadt“ ist angesichts des Strukturwandels der Metropolregionen in Europa und in Deutschland als hochst ambitionierte Aufgabe anzusehen. Angesichts des geringen gesamtwirtschaftlichen Wachstums und des sozio-demographischen Wandels mit der Prognose einer schrumpfenden Bevolkerungszahl sind die dabei zu bewaltigenden Handlungsanforderungen vielfaltig und komplex, aber auch aus noch naher zu erlauternden Grunden unterstutzenswert. Der folgende Beitrag stellt einige zentrale Politikfelder in den Mittelpunkt der Betrachtung, die aus erkennbaren Trends und Leitlinien der Stadtentwicklung ausgewahlter europaischer Metropolregionen hergeleitet werden. Daraus sollen themenbezogene Handlungsvorschlage fur das Leitbild „Metropole Hamburg — Wachsende Stadt“ erarbeitet werden.1 Die Auswahl einzelner Themen erfolgt in einem generellen Rahmen, der durch eine knappe Zusammenfassung des gegenwartigen stadtpolitischen Diskurses gebildet wird.

Building for Urban Success? Project Development and Social Exclusivity in Germany Frankfurt/Main as a Case Study

In the postwar era, homeownership in Germany has been the exception in big cities and renting the norm. This is changing nowadays. In this chapter, it is asked why this development takes place and what effects are triggered in this process. This requires an examination of the decline of cities in the 1980s due to deindustrialization processes as well as of answers to this development which consisted of building residential property for the upper middle class. In respect to the city of Frankfurt, the recent increase in transactions in condominiums and potential impacts are analyzed.

Zwischen Boom und Bust: Die US-amerikanische Immobilienwirtschaft als Wirtschaftsbarometer

Die baulich-raumliche Entwicklung der USA unterlag in den letzten 60 Jahren weitreichenden Veranderungen, die mit einer Abfolge von Aufstieg und Niedergang der Stadte verbunden war (vgl. Kap. 17). Sozialpolitisch hatte diese Entwicklung Sprengkraft, denn die Flucht der weisen Mittel- und Oberschicht aus den Stadten ins suburbane Eigenheim hatte in der Nachkriegszeit verarmte Kernstadte zur Folge, in denen Minderheiten mit verschlechterten Infrastrukturbedingungen zu kampfen hatten. Ab den 1990er-Jahren bis zur Finanzkrise 2008 erlebten einige, aber nicht alle Stadte wieder einen Boom, der damit in Zusammenhang steht, dass Eigenheimhypotheken einfach zu erhalten waren. Wer von diesen Entwicklungen profitierte, war und ist die Bau- und Immobilienindustrie sowie der Finanzsektor. Im Folgenden soll die Entwicklung des Immobiliensektors vor dem Hintergrund okonomischer und politischer Prozesse in den USA betrachtet werden. Dabei zeigt sich, dass die raumlich sehr ungleiche Entwicklung in den USA ein Ergebnis wirtschaftlicher Entwicklungen, aber vor allem politischer Interventionen war und ist. Diese Interventionen strukturier(t)en zu einem hohen Mase die baulichen Prozesse.

Zur Neuordnung des Städtischen im neoliberalen Zeitalter

Am 29. November 1983 hielt der damalige erste Burgermeister von Hamburg, Klaus von Dohnanyi, eine denkwurdige Rede vor dem Uberseeclub, einem Interessensverband Hamburger Unternehmer. Unter dem Titel „Unternehmen Hamburg“ versuchte er sich an einer Diagnose stadtischer Herausforderungen sowie an diesbezuglichen Handlungsstrategien (Dohnanyi 1983). Dohnanyi beklagte in seinem Vortrag ein niedriges Wirtschaftswachstum, uberdurchschnittliche Arbeitslosigkeit und hohe Sozialausgaben, die zu einer zunehmenden Verschuldung des offentlichen Haushalts in Hamburg gefuhrt hatten.
