Abstract Game Management Areas in Zambia aim to combine nature conservation with economic empowerment of rural households. This study determines the impact of community-based wildlife management and participation in related community institutions on household welfare. The results indicate that the gains from living in Game Management Areas and from participating in natural resource management are large but unevenly distributed. Only Game Management Areas with limited alternative livelihoods exhibit significant consumption benefits. However, the gains accrue mainly to the relatively well off, while the poor do not gain even if they participate. The results also show that infrastructure development does not necessarily translate into household level consumption gains in the short run. The design of community-based natural resource management programmes needs to respond to the inherent diversity among both the national parks and the community members. There is a need to address impediments to effective participation by the majority of the community members.

Community-based natural resource management is an important strategy to conserve and sustainably use biodiversity and wildlife in Namibia. The authors examine the extent to which conservancies have been successful in meeting their primary goal of improving the lives of rural households. They evaluate the benefits of community conservancies in Namibia by asking three questions: Do conservancies increase household welfare? Are conservancies pro-poor? And, do participants in conservancies gain more relative to those who choose not to participate? The authors base their analyses on a 2002 survey covering seven conservancies and 1,192 households. The results suggest that community conservancies have a positive impact on household welfare. This impact is poverty-neutral in some regions and pro-poor in others. Further, welfare benefits from conservancies appear to be somewhat evenly distributed between participant and nonparticipant households.

Are such programmes pro-poor; that is, do they improve welfare more for poorer households than for the less poor? Does participation in conservancy increase household welfare more for participants than non-participants? Extreme weather events are known to have serious consequences for human health and are predicted to increase in frequency as a result of climate change. Africa is one of the regions that risks being most seriously affected. This paper quantifies the impact of extreme rainfall and temperature events on the incidence of diarrhea, malnutrition and mortality in young children in Sub-Saharan Africa. The panel data set is constructed from Demographic and Health Surveys for 108 regions from 19 Sub-Saharan African countries between 1992 and 2001 and climate data from the Africa Rainfall and Temperature Evaluation System from 1980 to 2001. The results show that both excess rainfall and extreme temperatures significantly raise the incidence of diarrhea and weight-for-height malnutrition among children under the age of three, but have little impact on the long-term health indicators, including height-for-age malnutrition and the under-five mortality rate. The authors use the results to simulate the additional health cost as a proportion of gross domestic product caused by increased climate variability. The projected health cost of increased diarrhea attributable to climate change in 2020 is in the range of 0.2 to 0.5 percent of gross domestic product in Africa.

Scaling-up adoption of renewable energy technology, such as solar home systems, to expand electricity access in developing countries can accelerate the transition to low-carbon economic development. Using a purposely collected national household survey, this study quantifies the carbon and distributional benefits of solar home system programs in Bangladesh. Three key findings are generated from the study. First, dissemination of solar home systems brings about significant carbon benefits: the total carbon emissions avoided from replacing kerosene use for lighting by solar home systems in non-electrified rural households was equivalent to about 4 percent of total annual carbon emissions in Bangladesh in 2007. This figure increases to about 15 percent if the grid-electricity generation is used as the energy baseline to estimate the carbon avoided from the installation of solar home systems. Second, solar home system subsidies in rural Bangladesh are progressive when the program is geographically targeted. Third, there exists a market potential for solar home systems in many rural areas if micro-credit schemes are made available and the propensity to install solar home systems is very responsive to income, with a 1-percent increase in per capita income increasing the probability of installing solar home systems by 12 percent, controlling for other factors.

Game management areas in Zambia aim to combine nature conservation with economic empowerment of rural households. By looking at households inside and outside game management areas, this study advances the knowledge of the impact of community based natural resource management on household welfare. The paper focuses on the economic welfare of households living inside game management areas. It tries to answer the question: Do the households in game management areas enjoy higher levels of welfare relative to the conditions they would have been in had the area not been designated as a game management area? Within the game management area, the paper tries to determine the factors that influence household participation in natural resource management, and whether the participating households get any extra benefits. Also of interest is whether such benefits of living in a game management area, and, once in such an area, those of participating accrue more to the poorer segments of the communities. The study finds that the gains from living in a game management area and from active participation in natural resource management are large but unevenly distributed. Only game management areas near Kasanka, Lavushi, Isangano, and South Luangwa national parks in the sample show significant benefits to general and participating households. And in those areas, the poor do not seem to gain even when they participate actively. More even distribution of gains from game management areas across households near different park systems and across the poor and the non-poor should be a continuing goal of national policy makers.

Irrigation management transfer is an important strategy among donors and governments to strengthen farmer control over water and irrigation infrastructure. This study seeks to understand whether irrigation management transfer is meeting the promise of its commitments. The authors use data from a survey of 68 irrigator associations and 1,020 farm households in the Philippines to estimate the impact of irrigation management transfer on irrigation association performance and on rice yields. They also estimate a stochastic frontier production function to assess contributions to technical efficiency. There are three main results. First, the presence of irrigation management transfer is associated with an increase in maintenance activities undertaken by irrigation associations. Second, by increasing local control over water delivery, the presence of irrigation management transfer is associated with a 2-6 percent increase in farm yields. Rice production in irrigation management transfer areas is greater even after controlling for various differences among rice farmers in transfer and non-transfer areas. Third, irrigation management transfer is, at a minimum, poverty-neutral, and may even give the asset-poor a small boost in terms of rice yields. The authors speculate that this boost may be a result of increased timeliness of water delivery and better resolution of conflicts related to illegal use.
