Significance This original research paper addresses a key issue in sustainability science: How many and which natural resources are needed to sustain modern economies? Simple as it may seem, this question is far from trivial to answer and has indeed not been addressed satisfactorily in the scholarly literature. We use the most comprehensive and most highly resolved economic input–output framework of the world economy together with a detailed database of global material flows to calculate the full material requirements of all countries covering a period of two decades. Called the “material footprint,” this indicator provides a consumption perspective of resource use and new insights into the actual resource productivity of nations. Metrics on resource productivity currently used by governments suggest that some developed countries have increased the use of natural resources at a slower rate than economic growth (relative decoupling) or have even managed to use fewer resources over time (absolute decoupling). Using the material footprint (MF), a consumption-based indicator of resource use, we find the contrary: Achievements in decoupling in advanced economies are smaller than reported or even nonexistent. We present a time series analysis of the MF of 186 countries and identify material flows associated with global production and consumption networks in unprecedented specificity. By calculating raw material equivalents of international trade, we demonstrate that countries’ use of nondomestic resources is, on average, about threefold larger than the physical quantity of traded goods. As wealth grows, countries tend to reduce their domestic portion of materials extraction through international trade, whereas the overall mass of material consumption generally increases. With every 10% increase in gross domestic product, the average national MF increases by 6%. Our findings call into question the sole use of current resource productivity indicators in policy making and suggest the necessity of an additional focus on consumption-based accounting for natural resource use.

Within the context of Earth’s limited natural resources and assimilation capacity, the current environmental footprint of humankind is not sustainable. Assessing land, water, energy, material, and other footprints along supply chains is paramount in understanding the sustainability, efficiency, and equity of resource use from the perspective of producers, consumers, and government. We review current footprints and relate those to maximum sustainable levels, highlighting the need for future work on combining footprints, assessing trade-offs between them, improving computational techniques, estimating maximum sustainable footprint levels, and benchmarking efficiency of resource use. Ultimately, major transformative changes in the global economy are necessary to reduce humanity’s environmental footprint to sustainable levels.

This article provides an overview of how generalised multi-regional input–output models can be used for carbon footprint applications. We focus on the relevance and suitability of such evidence to inform decision making. Such an overview is currently missing. Drawing on UK results, we cover carbon footprint applications in seven areas: national emissions inventories and trade, emission drivers, economic sectors, supply chains, organisations, household consumption and lifestyles as well as sub-national emission inventories. The article highlights the multiple uses of generalised multi-regional input–output models for carbon footprinting and concludes by highlighting important avenues for future research.

The framework and results of an international multi-region input–output (MRIO) model for the UK are presented. A time series of balanced input–output tables for the UK was constructed for the period 1992 to 2004 by using a matrix balancing procedure that is able to handle conflicting external data and inconsistent constraints. Detailed sectoral and country-specific trade data for the UK were compiled and reconciled with the UK input–output data, and economic and environmental accounts for three world regions were integrated in a UK-specific MRIO model. This was subsequently used to calculate a time series of national carbon footprints for the UK from 1992 to 2004. Greenhouse gas emissions embedded in UK trade are distinguished by destination of imports to intermediate and final demand. Most greenhouse gases show a significant increase over time in consumer emissions and a widening gap between producer and consumer emissions. Net CO2 emissions embedded in UK imports increased from 4.3% of producer emissions in 1992 to a maximum of 20% in 2002. The total estimated UK carbon footprint in 2004 was 730 Mt for CO2 and 934 Mt CO2 equivalents for all greenhouse gases.

Future energy technologies will be key for a successful reduction of man-made greenhouse gas emissions. With demand for electricity projected to increase significantly in the future, climate policy goals of limiting the effects of global atmospheric warming can only be achieved if power generation processes are profoundly decarbonized. Energy models, however, have ignored the fact that upstream emissions are associated with any energy technology. In this work we explore methodological options for hybrid life cycle assessment (hybrid LCA) to account for the indirect greenhouse gas (GHG) emissions of energy technologies using wind power generation in the UK as a case study. We develop and compare two different approaches using a multiregion input-output modeling framework - Input-Output-based Hybrid LCA and Integrated Hybrid LCA. The latter utilizes the full-sized Ecoinvent process database. We discuss significance and reliability of the results and suggest ways to improve the accuracy of the calculations. The comparison of hybrid LCA methodologies provides valuable insight into the availability and robustness of approaches for informing energy and environmental policy.

This editorial is the introduction to a special issue of Economic Systems Research on the topic of carbon footprint and input–output analysis. It provides a brief historical context of the involvement of input–output analysis with applications in environmental research and makes the link to carbon footprint theory and practice. The six papers in this issue are briefly introduced. The aim of the special issue is to bring together the academic world of rigorous economic modelling and the practice of greenhouse gas accounting at various levels.

This paper reviews and demonstrates methods available for estimating standard deviations for carbon multipliers in a multi-regional input–output (MRIO) framework. We attempt to capture all possible variations of underlying data and calculation procedures in a global MRIO model constructed with particular focus on the UK. We consider these variations to be random, and determine the stochastic variation of the whole MRIO system using Monte Carlo techniques. 5000 simulation runs were carried out to determine the standard deviations of multipliers. From these, the standard deviations of components of the UKs carbon footprint were estimated using error propagation. We estimate an 89% probability that the UKs carbon footprint has increased between 1994 and 2004.

Global GHG emissions continue to rise, with nearly a quarter of it due to trade that is not currently captured within global climate policy. In the context of current trade patterns and limited global cooperation on climate change, the feasibility of consumption-based emissions accounting to contribute to a more comprehensive (national) policy framework in the UK is investigated. Consumption-based emissions results for the UK from a range of models are presented, their technical robustness is assessed, and their potential application in national climate policy is examined using examples of policies designed to reduce carbon leakage and to address high levels of consumption. It is shown that there is a need to include consumption-based emissions as a complementary indicator to the current approach of measuring territorial emissions. Methods are shown to be robust enough to measure progress on climate change and develop and inform mitigation policy. Finally, some suggestions are made for future policy-oriented research in the area of consumption-based accounting that will facilitate its application to policy. Policy relevance Emissions embodied in trade are rapidly increasing and there is thus a growing gap between production emissions and the emissions associated with consumption. This is a growing concern due to the absence of a global cap and significant variation in country-level mitigation ambitions. Robust measurements of consumption-based emissions are possible and provide new insights into policy options. This includes trade-related policy (e.g. border carbon adjustments) and domestic policies (e.g. resource efficiency strategies). As climate policy targets deepen, there is a need for a broad range of policy options in addition to production and technological solutions. Consumption-based emissions are complementary to production-based emissions inventories, which are still the most accurate estimate for aggregated emissions at the global level. However, without consumption-based approaches, territorial emissions alone will not provide a complete picture of progress in regional and national emissions reduction.

A determination of the sustainability performance of a company ought to fulfill certain requirements. It has to take into account the direct impacts from on-site processes as well as indirect impacts embodied in the supply chains of a company. This life cycle thinking is the common theme of popular footprint analyses, such as carbon, ecological, or water footprinting. All these indicators can be incorporated into one common and consistent accounting and reporting scheme based on economic inputoutput analysis, extended with data from all three dimensions of sustainability. We introduce such a triple-bottom-line accounting framework and software tool and apply it in a case study of a small company in the United Kingdom. Results include absolute impacts and relative intensities of indicators and are put into perspective by a benchmark comparison with the economic sector to which the company belongs. Production layer decomposition and structural path analysis provide further valuable detail, identifying the amount and location of triple-bottom-line impacts in individual upstream supply chains. The concept of shared responsibility has been applied to avoid double-counting and noncomparability of results. Although in this work we employ a single-region model for the sake of illustration, we discuss how to extend our ideas to international supply chains. We discuss the limitations of the approach and the implications for corporate sustainability.

A growing body of literature discusses the CO2 emissions of cities. Still, little is known about emission patterns across density gradients from remote rural places to highly urbanized areas, the drivers behind those emission patterns and the global emissions triggered by consumption in human settlements—referred to here as the carbon footprint. In this letter we use a hybrid method for estimating the carbon footprints of cities and other human settlements in the UK explicitly linking global supply chains to local consumption activities and associated lifestyles. This analysis comprises all areas in the UK, whether rural or urban. We compare our consumption-based results with extended territorial CO2 emission estimates and analyse the driving forces that determine the carbon footprint of human settlements in the UK. Our results show that 90% of the human settlements in the UK are net importers of CO2 emissions. Consumption-based CO2 emissions are much more homogeneous than extended territorial emissions. Both the highest and lowest carbon footprints can be found in urban areas, but the carbon footprint is consistently higher relative to extended territorial CO2 emissions in urban as opposed to rural settlement types. The impact of high or low density living remains limited; instead, carbon footprints can be comparatively high or low across density gradients depending on the location-specific socio-demographic, infrastructural and geographic characteristics of the area under consideration. We show that the carbon footprint of cities and other human settlements in the UK is mainly determined by socio-economic rather than geographic and infrastructural drivers at the spatial aggregation of our analysis. It increases with growing income, education and car ownership as well as decreasing household size. Income is not more important than most other socio-economic determinants of the carbon footprint. Possibly, the relationship between lifestyles and infrastructure only impacts carbon footprints significantly at higher spatial granularity.
