Analysis of Traffic Safety Factors at Level Rail-Road Crossings

The paper analyses the main factors of traffic safety andreliabilityat level crossings. The number and causes of accidentsare stated, that result from ignorance, insufficient training ofthe traffic participants, their ilnsponsibility and insufficient orincomplete legislation, as well as from insufficiently professionaland scientifically not serious enough approach to solvingthis cardinal problem in road and railway traffic. Based on theanalysis the causes are determined and solutions proposed, aswell as more efficient methods to improve safety and reduce thenumber of traffic accidents at level crossings.

Influence of the European Union Traffic Policy on Traffic Development in Croatia

Joining the European Union is the strategic priority for theRepublic of Croatia. Croatia has always been part of the Europeaneconomic region. The success of adaptability of the Croatianindust1y, particularly of Croatian traffic, to the EuropeanUnion, will greatly depend on the possibility of establishing contractualrelations of the economic and traffic branches with theEU. Therefore, this paper considers in more detail the traffic aspectsof integration.It is a fact that the EU traffic policy is contained in the RomanAgreement (1957) whose aim was elimination of the barriersfor the flows of goods, se1vices and capital, and the integrationof the European region. Thus, it requires equal treatmentof all the traffic branches and all the carriers, freedom forthe activities of transport companies, as welT as freedom for these1vice users to choose the transport means and carriers. Thisnaturally requires maximum rationality in fi·eight flows reflectedon the financial and commercial business activities of acompany.To converge maximally with the European Union is thestrategic priority of the Republic of Croatia, and within the Croatianindus fly this will especially require the adaptation of theCroatian traffic. The basic precondition for the functioning ofthe traffic ~ystem on the European transport market is the compliancewith the rules and standards determined by the internationalconventions.

Possibility of Identification of Permanent Way and Train Undercarriage affecting Railway Traffic Safety

This paper will try to present some of the causes which resultin vibrations during the train movement. Vibrations originateat the contact point between the undercarriage and thetracks. Theoretical analysis has been done of determining thespectral density of the acceleration process - vibrations of thenon-suspended and suspended locomotive mass, and then thevibrations of diesel electric locomotive type Hi 2061 weremeasured in different morphological conditions and geometricalstate of the track at different speeds. Based on the correlationand spectral analysis of the measured accelerations- vibrations,conclusions can be made about the condition of the trackand of the non-suspended mass of the locomotive. It should bestressed that determining the nature of vibrations is in the functionof determining the system reliability. If it refers to the trainand track in exploitation, the life time can be predicted, i.e. theoverhaul can be planned, and if it refers to the development,then we can use the results as the basis to determine modificationsand improvements.The efficiency of applying fuzzy logic in controlling the trainride with various input variables has been presented, where specialemphasis is put on the input variable which provides uswith the data on vibrations parameter. The analysis of vibrationsacting on the system, and the processing of the vibrationsparameter and the use of fuzzy logic provide us with the possibilityof controlling the train power plant.

Transeuropski željeznički projekt

Since the month of August 1992 an agreement has been available for signing based upon which the governments of the European countries participating in TER Project accept the obligation of instituting a fund to secure the sources for financing the completion of one of the most significant multi- national projects in Eastern Europe. For Croatia this assumes particular meaning because the project anticipates including our railway line from Botovo via Zagreb and Rijeka to Trieste as making part of a future main railway link from Kiev via Budapest, Zagreb, Rijeka, Trieste, Venice all the way to Barcelona.

The Republic of Croatia is to a major degree interested in an accelerated modernization of the Adriatic-Danube Basin (Rijeka-Central European Countries) traffic corridor, to meet both its own requirements and the requirements o[ Central European countries which do not have a direct exit to the sea but have major volumes of transit freight transported by sea. The Rijeka-Zagreb railway line nowadays is not any limitation factor in either passenger or freight transport however the subject capacities should be maximum extended while taking account of all engineering and technological and management measures. The operation of the railway line should be made synchronous with the operation of the Rijeka railway junction, and port capacities (also calling for modernization) and finally with the facilities of the Zagreb Marshaling Yard. Geographic and traffic-aspersed advantages of Zagreb, in particular its significance in the corridor of Central Europe sets the requirement for the construction of a container terminal and goods collection and distribution center in Zagreb as major link on the Rijeka-Danube basin freight flows route.
