Opportunity and overview of SMS-based e-government in developing countries

Despite the large number of e-government initiatives in developing countries, most of the initiatives have failed. Possible causes of the failures include: low Internet penetration, high Internet costs and Internet illiteracy. Rather than forcing citizens to upgrade their current devices and knowledge by promoting e-government through PCs and Internet access, this paper proposes a bottom-up development approach utilising the currently popular communications technology in developing countries, mobile phones and the Short Message Service (SMS) application. The advantages of initially using SMS to deliver e-government services in developing countries include: a large number of users with appropriate skills, low cost as users already have mobile phones, and an adequate infrastructure. For these reasons SMS-based e-government can be utilised by more people in developing countries than Internet-based e-government. This paper focuses on the potential of SMS-based e-government in low and lower middle-income countries (as defined by World Bank indicators). It includes an analysis of the present applications of SMS-based e-government in some of these countries.

Analisis Komponen Desain Layout, Warna, dan Kontrol pada Antarmuka Pengguna Aplikasi Mobile Berdasarkan Kemudahan Penggunaan (Studi Kasus: Aplikasi Olride)

Meningkatnya penggunaan smartphone di dunia salah satunya disebabkan karena aplikasi mobile yang semakin beragam. Dengan banyaknya aplikasi yang beredar, maka pengembang aplikasi mobile semakin berlomba-lomba untuk membuat aplikasi yang menarik, salah satunya dari sisi tampilan. User Interface (UI) atau tampilan antarmuka pengguna menjadi daya tarik utama dalam sebuah aplikasi. Sebuah aplikasi dikatakan mudah untuk digunakan ketika pengguna dapat mengerti maksud dari tampilan antarmuka dan bagaimana mengoperasikan aplikasi tersebut dengan cepat dan tanpa perlu usaha yang banyak. Tujuan dari penelitian ini adalah untuk mengetahui komponen desain UI yang mudah digunakan menurut pengguna dan lebih user-friendly menggunakan analisis pada gelombang otak melalui NeuroSky MindWave dan juga kuesioner yang mengadaptasi dari Technology Acceptance Model (TAM) untuk mengetahui persepsi kemudahan penggunaan aplikasi. Aplikasi yang digunakan sebagai studi kasus pada penelitian ini adalah Aplikasi Olride sebagai salah satu aplikasi yang termasuk dalam kategori Productivity pada Google Play Store. Hasil dari penelitian ini memberikan rekomendasi bahwa warna jingga lebih mudah digunakan untuk aplikasi mobile karena kontras yang tidak terlalu tinggi dengan kombinasi warna lainnya. Dan juga kontrol UI yang lebih mudah digunakan adalah kontrol dengan icon dan teks penjelas supaya pengguna dapat fokus kepada icon untuk navigasi dan teks sebagai penjelas dari fungsi icon tersebut. Untuk komponen desain layout tidak memberikan pengaruh yang signifikan terhadap kemudahan penggunaan yang dirasakan oleh pengguna aplikasi mobile.

Web usability evaluation on BloobIS website by using hallway usability testing method and ISO 9241:11

At this moment, the need for web as an information media is highly important. Not only confined in the infotainment area, government, and education, but health as well uses the web media as a medium for providing information effectively. BloobIS is a web based application which integrates blood supply and distribution information at the Blood Transfusion Unit. Knowing how easy information is on BloobIS is marked by how convenient the website is used. Up until now, the BloobIS website is nearing completion but testing has not yet been performed to users and is on the testing and development phase in the Development Life Cycle software. Thus, an evaluation namely the quality control software which focuses on the perspective of BloobIs web usability is required. Hallway Usability Testing and ISO 9241:11 are the methods chosen to measure the BloobIS application usability. The expected outputs of the quality control software focusing on the usability evaluation are being able to rectify the usability deficiencies on the BloobIs web and provide recommendations to develop the web as a basic BloobIS web quality upgraed which sets a goal to amplify the satisfaction of web users based on usability factors in ISO 9241:11.

A comparison study of smart city in Taipei and Surabaya

Number of current research on smart city issues is increasing. Many cities in the world attempt to become a smart city and every city has their own steps to develop a smart city, including in Indonesia. This paper compares the development of smart city initiatives in Taipei and Surabaya in order to provide a reference and a benchmark for other cities in Indonesia in developing a smart city concept. Using systematic literature review, this paper looks at four major domain of smart city: government, citizens, business, and environment. Comparing the two cities, Taipei has more technology-based services than Surabaya.

INDIVIDUAL ACCEPTANCE OF SMS-BASED SERVICES

Even Short Message Service (SMS) is a simple technology, but many businesses and governments utilize SMS for delivering various services and reaching more customers. This study reviewed existing studies on the profile of SMS adopters and collected motives for using three kinds of SMS-based services: individuals’ motivations for receiving SMS Notifications (push SMS services), requesting pull SMS services, and doing transactions through SMS. These understandings are important for businesses and governments that deliver services via SMS in formulating strategies to improve the acceptance of SMS-based service and contribute to next studies on SMS and mobile services’ adoption. MEASURING E-GOVERNMENT IMPLEMENTATION PROGRAM: A CASE STUDY OF SURABAYA CITY, INDONESIA

As the popularity of e-government initiatives in developed and developing countries increase, the need for an effective method for measuring and evaluating e-government success have become a priority for government decision makers. Governments need to measure how successful their e-government implementation programs and to take any actions needed for improvement. This paper presents a survey on 37 public sector departments under the city of Surabaya Indonesia in order to measure egovernment indicators. It also discusses challenges for measuring e-government indicators in Indonesia, pros and cons of the current indicators, and recommends more comprehensive egovernment indicators.
