The status of climate change adaptation in Africa and Asia

Adaptation is a key component of climate policy, yet we have limited and fragmented understanding of if and how adaptation is currently taking place. In this paper, we document and characterize the current status of adaptation in 47 vulnerable ‘hotspot’ nations in Asia and Africa, based on a systematic review of the peer-reviewed and grey literature, as well as policy documents, to extract evidence of adaptation initiatives. In total, 100 peer-reviewed articles, 161 grey literature documents, and 27 United Nations Framework Convention on Climate Change National Communications were reviewed, constituting 760 adaptation initiatives. Results indicate a significant increase in reported adaptations since 2006. Adaptations are primarily being reported from African and low-income countries, particularly those nations receiving adaptation funds, involve a combination of groundwork and more concrete adaptations to reduce vulnerability, and are primarily being driven by national governments, NGOs, and international institutions, with minimal involvement of lower levels of government or collaboration across nations. Gaps in our knowledge of adaptation policy and practice are particularly notable in North Africa and Central Asia, and there is limited evidence of adaptation initiatives being targeted at vulnerable populations including socioeconomically disadvantaged populations, children, indigenous peoples, and the elderly.

The Dynamic Multiscale Nature of Climate Change Vulnerability: An Inuit Harvesting Example

This article advances a vulnerability framework to understand how climatic risks and change are experienced and responded to by Inuit harvesters using a case study from Iqaluit, Nunavut. The article makes important contributions to methodological design in vulnerability studies, emphasizing the importance of longitudinal study design, real-time observations of human–environment interactions, community-based monitoring, and mixed methods. Fieldwork spanned five years, during which sixty-four semistructured interviews were conducted and historical records examined to develop an understanding of the processes and conditions affecting vulnerability. A local land use monitoring team was established, collecting ∼22,000 km of land use Global Positioning System (GPS) data and engaging in biweekly interviews (more than 100) on exposure, sensitivity, and adaptive capacity. This was complemented by analysis of instrumental data on sea ice and climate conditions. Results indicate that sea ice conditions are changing rapidly and affecting trail conditions, safety, and access to harvesting grounds. GPS data and biweekly interviews document real-time adaptations, with traditional knowledge and land-based skills, resource use flexibility, and mobility underpinning significant adaptability, including utilizing new areas, modifying trail routes, and taking advantage of an extended open water season. Sociospatial reorganization following resettlement in the 1950s and 1960s, however, has created dependency on external conditions, has reduced the flexibility of harvesting activities, and has affected knowledge systems. Within the context of these “slow” variables, current responses that are effective in moderating vulnerability could undermine adaptive capacity in the long term, representing overspecialized adaptations, creating the potential for further loss of response diversity and flexibility, and engendering potential downstream effects, creating trajectories of maladaptation. These findings challenge previous research that has argued that current resilience of the Inuit socioecological system is indicative of high adaptive capacity to future change and indicates that climate change might pose more serious risks to the harvesting sector than previously assumed.

Community-based adaptation research in the Canadian Arctic

Community‐based adaptation (CBA) has emerged over the last decade as an approach to empowering communities to plan for and cope with the impacts of climate change. While such approaches have been widely advocated, few have critically examined the tensions and challenges that CBA brings. Responding to this gap, this article critically examines the use of CBA approaches with Inuit communities in Canada. We suggest that CBA holds significant promise to make adaptation research more democratic and responsive to local needs, providing a basis for developing locally appropriate adaptations based on local/indigenous and Western knowledge. Yet, we argue that CBA is not a panacea, and its common portrayal as such obscures its limitations, nuances, and challenges. Indeed, if uncritically adopted, CBA can potentially lead to maladaptation, may be inappropriate in some instances, can legitimize outside intervention and control, and may further marginalize communities. We identify responsibilities for researchers engaging in CBA work to manage these challenges, emphasizing the centrality of how knowledge is generated, the need for project flexibility and openness to change, and the importance of ensuring partnerships between researchers and communities are transparent. Researchers also need to be realistic about what CBA can achieve, and should not assume that research has a positive role to play in community adaptation just because it utilizes participatory approaches. Longitudinal assessment of climate vulnerability: a case study from the Canadian Arctic

The Arctic is a global hotspot of climate change, which is impacting the livelihoods of remote Inuit communities. We conduct a longitudinal assessment of climate change vulnerability drawing upon fieldwork conducted in 2004 and 2015 in Ikpiarjuk (Arctic Bay), Nunavut, and focusing on risks associated with subsistence harvesting activities. Specifically, we employ the same conceptual and methodological approach to identify and characterize who is vulnerable, to what stresses, and why, assessing how this has changed over time, including re-interviewing individuals involved in the original study. We find similarities between the two periods, with many of the observed environmental changes documented in 2004 having accelerated over the last decade, exacerbating risks of land use: changing sea ice regimes and wind patterns are the most widely documented at both times, with new observations reporting more frequent sighting of polar bear and orca. Socio-economic and technological changes have altered the context in climate change impacts are being experienced and responded to, both exacerbating and moderating vulnerabilities compared to 2004. The adoption of new technology, including GPS and widespread use of the internet, has helped land users manage changing conditions while sharing networks remain strong, despite concern noted in the 2004 study that they were weakening. Challenges around access to financial resources and concern over the incomplete transmission of some environmental knowledge and land skills to younger generations continue to increase sensitivity and limit adaptive capacity to changing climatic conditions.

Country food sharing networks, household structure, and implications for understanding food insecurity in Arctic Canada

ABSTRACT We examine the cultural context of food insecurity among Inuit in Ulukhaktok, Northwest Territories, Canada. An analysis of the social network of country food exchanges among 122 households in the settlement reveals that a household’s betweenness centrality—a measure of brokerage—in the country food network is predicted by the age of the household. The households of married couples were better positioned within the sharing network than were the households of single females or single males. Households with an active hunter or elder were also better positioned in the network. The households of single men and women appear to experience limited access to country food, a considerable problem given the increasing number of single-adult households over time. We conclude that the differences between how single women and single men experience constrained access to country foods may partially account for previous findings that single women in arctic settlements appear to be at particular risk for food insecurity.

Indigenous Land Management in Peri-Urban Landscapes: An Australian Example

ABSTRACT This article examines roles, opportunities, and challenges for Indigenous land management in rapidly developing landscapes through a case study of Bunya Bunya Country Aboriginal Corporation, a not-for-profit organization on the Sunshine Coast, Queensland, Australia. An analysis of data collected through semistructured interviews, participant observation, and analysis of secondary sources reveals that Aboriginal land managers work in a variety of roles to manage issues affecting the local environment and cultural heritage sites. These efforts are challenged by the absence of Native Title and colonial land management policies, which restrict Aboriginal involvement in land management. We conclude that there is a need for alternative pathways to engage with Aboriginal land managers who cannot, or choose not to, proceed with Native Title. Decolonized decision-making tools and sustainable enterprises are viable opportunities that partially address these challenges and could deliver tangible socio-economic and cultural benefits to local Aboriginal and non-Aboriginal people.

Management Challenges for Aboriginal Cultural Heritage in Peri-urban Queensland

ABSTRACT It is often assumed that places of cultural significance to Aboriginal and Torres Strait Islander peoples are protected under cultural heritage legislation such as the Aboriginal Cultural Heritage Act 2003 in Queensland. Such Acts are improvements on previous policies, which all but neglected Aboriginal cultural heritage. Nevertheless, the aims of policies developed at wider geographic scales, such as States within the Australian system, continue to be disconnected from the experiences of some local Traditional Owners. In this paper, we examine conflicts between non-local policy and on-ground management decisions for Aboriginal cultural heritage in peri-urban Queensland. We focus on the challenges of local Traditional Owners in peri-urban landscapes, basing our discussion on recent experiences conducting research on Indigenous land management in southeast Queensland. We examine three case studies: one in which colonial heritage values were prioritised over existing Aboriginal cultural heritage values, a second where local government failed to support a private landholder’s attempt to identify and protect a cultural heritage site, and a third where a cultural heritage site was protected but in a way that restricts the continuation of cultural practices. Developing more productive and equitable relationships between Traditional Owners and non-Indigenous decision makers, with regards to Aboriginal cultural heritage, requires new locally developed processes for engagement and we suggest how this could be achieved.

Adaptation to climate change and freshwater resources in Vusama village, Viti Levu, Fiji

Changing precipitation patterns including more intense and prolonged dry periods have become a growing concern for people living in the Pacific Island region. People in the region are particularly sensitive to these changes given their resource-based livelihoods and high dependence on rainfall for their freshwater needs. Despite this, little attention has been given to understanding the implications of climatic changes for people and their capacity to manage these changes. This paper assesses human vulnerability to climate change (as it relates to fresh water resources) in Vusama, an iTaukei village in southwest Viti Levu, Fiji in the context of recent social and ecological changes. An analysis of data collected using a vulnerability approach that included semi-structured interviews, participant observation and analysis of secondary sources reveal that climate change together with behavioural changes are negatively affecting availability and access to clean freshwater, with implications for household economies, food security and human health. In particular, prolonged drought and changing seasonal patterns, together with people’s increasing reliance on a village borehole in lieu of family wells have resulted in a freshwater crisis. People are coping by using earnings from wage employment and harvesting and selling seafood to buy water and vegetables, rationing freshwater and depending on extended social networks for fresh produce. Current responses are reactive and short-term. Longer-term adaptation strategies are needed that consider expected future climate change and broader human development goals.

“We Don't Know anything about Whales:” Ecological Knowledge and Ways of Knowing in Ulukhaktok, NT, Canada

This paper reports on interviews conducted during June and July, 2015, to document ecological knowledge of beluga whales in Ulukhaktok, NT. Beluga whales are not a traditionally available or important species for Ulukhaktomiut, but they have appeared in increasing numbers in the waters around the community, and hunters have actively pursed and taken them. We conducted interviews in English with 31 Inuit about their beluga knowledge. A Key Words in Context (KWIC) analysis of the word “know” in the narratives reveals different conceptions of what it means to know something about whales. “Know” variously references practical skill, concern and empathy for others, or the developing awareness of one’s place in the world. Each of these meanings is coded uniquely in Inuinnaqtun, providing insights about the important differences between researchers and Inuit in how “ecological knowledge” is understood and activated.;This paper reports on interviews conducted during June and July 2015 to document ecological knowledge of beluga whales (Delphinapterus leucas) in Ulukhaktok, Northwest Territories.
