He also reveals the forces that impelled Congress to act on these measures, such as sectional interests, which often clashed, and the activities of pressure groups. He also provides a rich array of background materials, probing such subjects as the English system of higher education in the sixteenth century, the modifications of that system that arose out of the colonial experience, the progress of science in nineteenth century America, the influence of science on the founding of the land grant colleges, and the interaction of science, technology and those colleges on American agriculture. History illuminates the past, helps explain the present and takes us to the threshold of the future. Rarely, if ever, does it offer a full and clearcut guide to that future. Committee of the APSA were predominantly in agreement over the proposed text, though their reasons for supporting the text of the draft may have varied in particular instances. The authors of this article, in presenting their views in support of the draft, obviously claim to speak only for themselves. Hopefully, sufficient time and agenda space will be available at the business meeting during the 1971 Convention so that all the members of the Constitutional Revision Committee will feel encouraged to develop their particular arguments in behalf of the document in full detail.
