One should conclude that the role, possibilities and significance of disaster and rescue services in life protection and ensuring of populated areas in town and in the country are little examined. In fact, this process begins only now. The service area of fire protection brigade is of great importance. In Riga these areas are larger than in other towns. It can be clearly seen in Table 4, where the density of Riga fire-fighting brigades stations in comparison with other world cities is given [2-4].

High hazard objects exploitation in rural regions and identified risk management problems in Latvia

The deployment of potentially dangerous objects often results in criticism from urban dwellers around the world. Often these objects are not only in urban areas but also in rural areas. Accidents at such objects often lead to deteriorating living conditions, as well as to impossibility to use land and water resources, and uncontrollable environmental pollution. There are many different studies across the world in this area, but the situation in Latvia related to the management and prevention of technogenic risks has not been studied. The article considers particular qualities of high hazard objects’ exploitation particular qualities in rural areas of Latvia. Management of technogenic risks is studied and assessed as an independent management system and its role is specified in the development of Latvian rural regions as well as the management risks are identified and possible harmful consequences for the inhabitants and environment. The present article reviews a situation how high hazard objects are exploited in Latvia, what management drawbacks are established and what are the possible solutions. The aim of the study is to show the link between the operational factors and environmental impacts of increased hazard sites, as well as to examine the management system, the prevention of existing hazards and to identify risks. The study results in the demonstration of identified situation and shortcomings in technogenic risk management system and their impact on the rural environment.

Problems and Solutions in Technical Capabilities of State Fire and Rescue Service

Abstract The article contains a study on technical resources of the State Fire and Rescue Service (hereinafter referred to as SFRS) for the provision of rescue works at height, its technical capabilities and problems in performance of particular tasks. Since most of ladder trucks and lift trucks used by SFRS are obsolete both physically and morally as well as in view of problems with provision of rescue works arising with changing specificity of urban infrastructure, it is necessary to renew SFRS motor fleet with a modern machinery, more efficient in firefighting and rescue works. The study aims to review the variety of SFRS lift trucks and ladder trucks, reflect the problems with operation of SFRS lift trucks and ladder trucks and propose to SFRS possible solutions for operation of SFRS lift trucks and ladder trucks and other problems.

Abstract The current article describes topics ranging from the respiratory physiology and the structure of compressed air breathing apparatus to the performance of practical training exercises in an unbreathable environment (hereinafter referred to as UE). The State Fire and Rescue Service (hereinafter referred to as SFRS) also carries out regular training studies in the UE, but these studies lack the methodology. The research results could be used as a basis for the implementation of theoretical and practical training methods/exercises when training the SFRS officers.

Methods of Performing Rescue Work In Slope Processes Affected Areas

Because of various reasons in naturally as well as in artificially formed slopes the rosks can lose their stability and, under the influence of gravitational force, move down, forming landslides, screes and earth creeps.[1] Such processes are classified as slope processes. They create constant threat to human activities, exploitation of buildings and construction works. That is why it is necessary to know the preventive measures and safe methods of performing rescue works in the areas affected by slope processes. State Fire and Rescue Service of Latvia (further in the text – SFRS), their functions being enhanced, get calls for the rescue works, where people get buried in the ground or there exists the risk of their sinking into unstable ground. Therefore it is required to work out the methodic materials.
