The Use of Educational Standards and Benchmarks in Indicator Publications

The purpose of this paper is to examine the use of educational standards and benchmarks in international indicator and other relevant policy publications, particularly those originating in the UK. However, first it is necessary to examine what is meant by educational standards and benchmarks and how these concepts are defined. The use of standards and benchmarks in two key indicator publications EAG and KD will then be addressed and further detailed examples from UK government publications will also be provided, particularly in relation to target setting.
