The Electoral Cycle and the Conduct of Foreign Policy

Two-hundred years ago, when the Constitution was taking shape, the conduct of the new nations foreign affairs was not central to the concerns of the Founders. Once independence was achieved, it was widely believed, the United States would be able to remain comparatively uninvolved with the rest of the world. A wide ocean separated it from the messy politics of Europe and permitted the first president to imagine the United States could remain unentangled in the affairs of the rest of the world. The Founders did, of course, make passing reference to the division of powers between the executive and the legislature in such matters as negotiating and ratifying treaties with foreign powers and with raising an army and a navy and directing them in time of war. As elsewhere in the Constitution, on these matters one sees the determination to prevent too much power from being concentrated in any one part of the federal government. 1 Divided responsibility was the key to avoiding abuses of power, and in the domestic arena the wisdom of this philosophical bent has been widely applauded. In the conduct of foreign policy, however, it is much more difficult to argue that the virtues of divided responsibility enhance the common defense or promote the general welfare. Still, even the most ardent proponent of strong presidential leadership in foreign policy would have a difficult time arguing that the specific provisions of the Constitution regarding foreign policy are at the root of our contemporary prob-
