Barriers to the diffusion of renewable energy: studies of biogas for transport in two European cities

The diffusion of renewable energy – particularly in transport – in cities may facilitate the transition away from fossil fuels, improve air quality and reduce greenhouse gas emissions. Past studies on this topic have focused on system modelling of diffusion pathways, technology characteristics and also estimations of future availability of renewable energy, whilst neglecting the agency of producers and users. This article assesses barriers to the diffusion of biogas for transportation in cities from a system and actor perspective. Using document studies and interviews in the cities of Basel, Switzerland, and Odense, Denmark, we identify the presence of conflicting political priorities and shifting strategic objectives, resulting in mixed signals concerning the role and viability of biogas for transportation. This underlines the importance of public sector support and coherent design and implementation of strategy and policy enabling the diffusion of renewable energy.

Tenant recruitment and support processes in sustainability-profiled business incubators

Recruitment and support processes in sustainability-profiled incubators have received little research attention. The article addresses this knowledge gap in an empirical investigation of three sustainability-oriented incubators in Sweden, Finland and Germany. The data are based on interviews with managers, stakeholders and tenants in Green Tech Park (Sweden), LADEC (Finland) and Green Garage (Germany). On average, the studied incubators had an ambition to recruit and develop sustainability-oriented start-ups, but the number of tenants must reach a critical mass if such ambitions are to become a reality. The local context influences this critical mass of start-ups and is a determining factor in generating (a) potential tenants and (b) the resources to support such firms. This suggests that incubator managers must actively seek tenants interested in sustainable entrepreneurship and that support must focus on activities in sustainability.

Export of environmental technologies by publicly owned companies: approaches, drivers and obstacles among Swedish municipal companies

ABSTRACT This article focuses on the export of environmental technology by publicly owned companies. The export of such technologies has the potential to contribute to economic competitiveness and environmental sustainability. However, research on this emerging topic has so far largely focused on privately owned SMEs compared to publicly owned companies. Using interviews with 12 Swedish municipally owned companies which develop such systems and a survey with 36 others, we analyse their approaches, drivers for and obstacles to export. These companies use a combination of different approaches such as subsidiaries, independent projects, licensing and private-public partnerships to engage in export. However, in contrast to private companies which are often driven by internal factors such as extra sales, these municipally owned companies are largely motivated by external factors such as customer requests and opportunities to contribute to environmental sustainability. Furthermore, their main export barriers relate to differences between the business culture and political systems in their home and target markets. Their export experiences are influenced by their municipal ownership, the types of technologies they develop and the institutional contexts within which they operate. This study reveals an actor type struggling to find a balance between domestic obligations and commercialization in international markets.
