Nanotechnology research has emerged as a monumental scientific endeavour worldwide. Over the past decade, China’s nanotechnology publication activity has grown exponentially at an annual rate of about 20%. International collaboration plays a major role in this Chinese research advance. This paper explores these nanotechnology collaboration patterns and collaborators’ performance through bibliometric and text mining analyses to draw policy implications for promoting further research.

This paper uses a bibliometric analysis method to probe into the evolution of China’s science and technology policies from 1949 to 2010, and the roles of core government agencies in policy-making. We obtained 4,707 Chinese S&T policies from GDIS, a Chinese public policy database provided by Tsinghua University. Co-word analysis and network analysis were applied in mapping the topics of S&T policies and collaboration among the agencies, while citation analysis was applied to assess the influence of S&T policies. Findings include: first, the focus of Chinese S&T policies is mainly on applied research and industrialization, rather than basic research; second, more and more government agencies are involved in making S&T policies, but collaboration efforts are not significantly increasing; last but not least, the influence of different S&T policies is determined by the administrative ranking of the policy-making agencies responsible for drafting those policies.

The development of 3D printing technology has attracted worldwide concern, most of countries have funded actively in technology research and development. Based on the publications data from the Web of Science, the paper conducts a systematic analysis on international collaborative network of publications about 3D printing technology from the perspective of institutions. By using the social network analysis methods such as density, average path length, clustering coefficient, collaborative network centrality and collaborative strength to analyze the evolution of its structure and characteristics, the paper finds that more and more institutions from different countries joined the international collaborative network gradually, and there are significant differences in the structure and characteristics of the international collaborative network of the institutions in different stages.

Nanotechnology is considered to be a key technology that has an important influence on the emergence and development of a series of high-technologies in the 21st century. Due to its multidisciplinary nature, nanotechnology requires extensive multi-sector collaborations to foster more efficient development outcomes. This paper proposed a novel triple helix model to analyse the globalization of China’s nanotechnology innovation. This analytical framework will include three main aspects: first, the independent and interactive relationship among universities, governments, and industries; second, the vertical progress of globalization; and third, some influential innovative elements throughout the process. Afterwards, we demonstrate the model via a case study on the China International Nanotech Innovation Cluster. Finally, the paper summarizes the propelling roles and active impact three main entities played in the nanotechnology globalization process, as well as the trend and challenge of globalization. Findings offer helpful implications for the triple helix innovation in other industries.

This paper studies the regional patterns of Chinas light emitting diode industry policy. The paper gathers policy contexts of the central government, Guangdong Province, Fujian Province and Jiangxi Province. By policy bibliometrics analysis and content analysis of the policy contexts external and internal characteristics, the paper explores the regional patterns on the policy-making time, policy-making agency and policy tool and discusses the relationship between policy orientation and the reality of industry development in various regions. The paper finds that there exist differences on the frequency of policy-making time and the administrative departments. Particularly, there are remarkable differences on the aims, emphases, means and valid period of policy tools. The analysis framework and method are applicable to the research of other industry policy, and the conclusion may be supportive to the authorities on policy making.

Patent subsidy policy is an important policy tool for the government to encourage and guide the innovation subjects to apply for patent. This paper mainly adopts the Mann-Whitney U test to quantitatively analyze the impact of regional patent subsidy policy on patent application. It takes four provinces as the research objects. The result shows that patent subsidy policy of each region has different effects on different kinds of patent application, and thus some policy suggestions are proposed. In addition this paper presents the thinking and prospect for the applicability of Mann-Whitney U test in patent issues.

Based on the systematic research in contents, methods and technology of the international S&T resources, the article established the visual monitoring & service system of international S&T resources, proposed the “three first-classes” concept of international S&T resources. For different types of international science and technology information databases, by use of scientometrics, data mining, visual technology and other methods, we have designed and built a set of effective resource monitoring framework for international S&T resources, which provided the information support for the grasp of international distribution of technology resources, searching for a high level of international cooperative partners and more effective use of international S&T resources.
