The field of knowledge for development now occupies a top position on the agenda of all Asian governments as well as large development organizations. This book reflects this mega-trend of development towards KBEs (Knowledge Based Economies). For this 2nd edition all chapters have been thoroughly edited and data, tables and graphs have been updated to reflect the latest available statistics. Trends have been re-evaluated and adjusted to reflect recent developments in the fast-moving scene of knowledge governance and knowledge management.

Beyond the Knowledge Trap: Developing Asia's Knowledge-Based Economies

Based on the success of the World Scientific publication “Governing and Managing Knowledge” edited by Thomas Menkhoff, Hans-Dieter Evers and Chay Yue Wah in 2005, this unique volume presents 16 new theoretical-practical papers on the strategic aspects of developing knowledge-based economies with case studies from South Korea, Singapore, Malaysia, Thailand, Vietnam, Indonesia, Philippines and Uzbekistan. A key question which the book seeks to answer is what Asian policy-makers and leaders in government, economy and society can do to further enhance learning and capability formation so as to foster sustainable development in an increasingly globalized world. It addresses the politico-cultural and socio-economic challenges of effectively managing both knowledge resources and coping with the great digital divide created by globalization, continuous technology innovations and rapid external change. A key objective of the publication is to enable latecomers in the knowledge race to understand some of the critical success factors of sustainable knowledge-based development and what it takes to build a resilient knowledge-based economy.

The Effects of Entrepreneurial Growth Orientation on Organizational Change and Firm Growth

Abstract Managing growth in an enterprise as it grows beyond the startup phase is a challenge for many entrepreneurs. One key element that can help or hinder growth is the entrepreneur. Entrepreneurial growth has been linked to micro variables (motivations and psychological attributes of the entrepreneur) and macro variables. However, few studies have examined the role of the growth aspirations of the entrepreneur on the necessary elements of organization change related to growth. This paper reports a study employing a typology of entrepreneurs based on their growth aspirations using an established dichotomous scale devised by Smith to differentiate between what he called craftsmen versus opportunistic entrepreneurs. The findings, while not supporting all expectations, do support the literature that points to the growing importance of intellectual capital, technological upgrading and participative management approaches as competitive weapons of small firms.

Introduction: Strategic Aspects of Developing Asia's Knowledge-Based Economies

The increasing importance of knowledge as a new factor of production is a significant consequence of the process of globalization (Drucker, 1994; Evers, 2003; Foss, 2005). Actionable knowledge is crucial to deal with very diverse issues such as creating robust knowledge clusters in emerging markets (Evers et al. in this volume) or the need to develop innovations in service-related industries (Kogut and Zander, 1992; Chan and Mauborgne, 1997; Wirtz et al., 2008). The creation and effective governance of knowledge represents a key driver of sustainable knowledge economies in an era of rapid globalization and latent knowledge conflicts (Tallman et al., 2004; Neo and Chen, 2007; Willke, 2007; Menkhoff, Evers and Chay, 2010). This represents new opportunities, challenges and threats for policy makers, leaders, managers and employees in both public and private sector organizations in Asia and beyond tasked with managing knowledge effectively (Talisayon, 2008). Several broad research questions and issues are of interest:

Exploring the antecedents of knowledge outcomes in organisational settings: an empirical study

This study aims to shed light on the antecedents of knowledge outcomes in knowledge-intensive organisations. Drawing on the works of knowledge management scholars such as Nonaka, Vittal, Chay and others, a model of the drivers of knowledge outcomes as well as a survey questionnaire were developed. 213 individuals from a knowledge-based organisation in Singapore were surveyed. The results of the study indicated that knowledge tools interact with the modus of knowledge combination to influence knowledge outcomes in terms of worker skills, competencies, market knowledge and client relationships. A discussion of future research directions using the proposed theoretical model concludes the paper.
