Systems applied in the last few years for an improvement of the operation of tools ensuring the most critical functions in large cities must provide their functions exploiting various methods from the area of advanced informatics and system theory. One of the most important of them is the prediction diagnostics being a tool allowing how long particular system (or the whole smart cities system alliance) can still operate well, or when it approaches to the end of such reliable state. In this contribution the possibilities of prediction diagnostic apparatus are discussed as well as limitations coming from the fact that these systems must be very often considered as uncertain, especially if they interact with human factor.

The following questions are discussed in this contribution: • Character of contemporary artificial Systems and System Alliances and data structures representing them, • Possibilities of multidimensional data analysis and multidimensional mining the hidden knowledge, • Character of Alliance interactions with human subjects, • Possibilities of an improvement of Alliance interactions reliability. Some of the presented ideas and propositions are based on the results obtained dominantly in 2008 and to some extent also a few years ago, within the frame of projects ME 949 of the Ministry of Education of the Czech Republic, 1F84B042520 of the Ministry of Transportation of the Czech Republic, 102/07/1191 of the Grant agency of Czech Republic and IAA201240701 of the grant agency of the Academy of Sciences of the Czech Republic.

This paper deals with problems which are characteristic for almost all the Smart Cities systems, namely for those which are operating in significant time dynamics (or in other independent variable). These systems which main aim is to improve the level of life of city population and prolong its live are in their functions dominantly uncertain. Such situations are typical especially for city transportation systems, however also many others systems suffer of the uncertainty factors. In this paper, besides the typical uncertainty factors which are characteristic for majority of systems operating in modern smart cities, also the typical negative impacts influencing their properties and possibilities of their efficient cooperation are discussed. Some approaches for minimization of these drawbacks are outlined here.

In the following contribution an attention is devoted to the system description of the urban and economic function of settlements considered as the “Smart Cities”. There is a general approach respecting main urban properties and functions as objects of smart control of basic functions from the system theory point of view. There is an introduction to methodology of description of multi-system functions of settlements with number of quasi-independent parts, given by organization of public sectors or by geo-morphological conditions creating different production function of parts. In this description the genetic code of individual parts is respected as well as Systems Identity and the synergy in resulting production function.
