It discusses the possibilities of inclusion in the analysis of structural characteristics of labor demand and supply and the dynamics of wages in the process of their conciliation in the Russian labor market, and it presents estimates of its basic parameters.

Labor shortage in the Russian economy: A macroeconomic estimate

The problem of future labor shortage under the demographic crisis in Russia is posed and considered. Its quantitative estimation for the all-Russia labor market is made, and the results are compared with regard to different scenarios of socioeconomic development. The scale of the future labor shortage in aggregative regional (federal districts) and sectoral labor markets is estimated. Qualitative characteristics of the main aftereffects of the onset of labor shortage and ways of mitigating it are discussed.

Consequences of the inertial development of the labor potential in the Russian Federation

The inertial trends of the dynamics of balance indices of labor force of the Russian Federation are considered in this article, and their characteristics are given. The main trends behind the increase in the labor potential of the country and the increase in the efficiency of its usage are proposed here. The deficit values of the national labor power at different ratios of GDP (Gross Domestic Product) growth rate and labor capacity that can be interpreted as values describing Russia’s economy’s need for international labor power are evaluated.

This article discusses the adequacy of human resources for the sustainable development of the territories of the Russian Arctic. By using the example of Murmansk oblast, the negative dynamics of the population and labor potential is shown, actual forecasts of the declining life expectancy are given, and reasons for the high mortality rate, especially among working-age people, are discussed. In conclusion, the need for priority measures to overcome the increasing migration outside the region and the development of the social and healthcare areas is given.

The article analyzes the current conditions of the sector of employment and labor market in the regions of the Asian part of the Russian Arctic (about employment in the European part of the Russian Arctic see No. 1, 2016). An inertial assessment of the medium-term dynamics of the basic parameters of the regional labor markets has been given.

The article considers the use of the balance sheet approach to analyzing and forecasting the dynamics of regional labor markets. A method is proposed for the evaluating indicators that reflect the mobility of a given population and their use as a basis for constructing a balance of territorial mobility of the employed population.
