The presented paper of the Institute of Economic Forecasting of the Russian Academy of Sciences analyzes key macroeconomic and financial measures of contemporary Russian anticrisis policy, substantiates the main directions of growth recovery in the basic sectors of the economy and social sphere in the medium and long term, and considers the features of the regional economic growth recovery policy.

This paper considers the problems of the resource support for the modernization of infrastructure in Russia. The reproductive processes of the 2000s are characterized. The basic mechanisms for the implementation of projects and the role of the state in creating the conditions for solving the existing problems are considered. Special attention is devoted to the changes in the resource support for the process of infrastructure development. The forecast trends in the production of construction materials are shown on the basis of assessing the interrelation of the growth in funding for infrastructure development programs and development of the productive potential of industries that ensure their implementation.

Macroeconomic conditions define the effectiveness of the forecast variants of the metallurgical industry’s development. It is shown in the article that the results of the work of the Russian metallurgical industry in the 2000s were a consequence of changing conditions in the functioning of enterprises. An analysis of the principal factors defining the competitiveness of the metallurgical industry (raw material base, metal demand, and investment potential of development) is presented.

A strategy for the recovery of the Russian heavy engineering industry is offered based on the world experience of support of national products and their promotion in foreign markets. Predictive estimates of the possible development of the industry up to 2020 are given.

The processes of involvement of resources in the economic application in the main types of economic activities providing production of materials are analyzed. The scope of limitations of resources used in economic branches is revealed on the basis of research of corporate and financial development mechanisms. The necessity to strengthen reproduction processes in the country as a basis for the formation of demand for domestic constructional materials is substantiated.
