Since the early 1990s, the process of privatization and marketization of public policy led to the individualization and fragmentation of programs, but it also gave the opportunity for strengthening the structure of civil society and the expansion of its capacity to intervene in social reality. Social innovation and social entrepreneurship arise as important factors for the renewal of the welfare state. The change in social structure was studied by the EMES-European Research Network from the perspective of the emergence of a new type of social entrepreneurship and social enterprise. There are studies that define social innovation and social entrepreneurship as distinct concepts, but in this article we will define them almost as synonymous in that they both combine the creation of social value with change and consider the need for integration between process and outcome. In the light of this theoretical approach, social entrepreneurship and social innovation in public policy are closely related to the participatory and democratic structures of government and emerge at the intersection of state, market and civil society. The Nordic countries show a trend of active support from the state to civil society but in Brazil the emergence of social entrepreneurial principles starting from the end of the 1980s, with the universalization and democratization of public policy. That led to a significant number of trials of new participatory and integrated institutional arrangements from the principles of decentralization, social control and participation of civil society, which can be regarded as a process of social innovation. This article analyzes the possibility for public policy in the field of urban planning to help overcome poverty to the degree to which the policy incorporates strategies linked to local development and participative methodologies. The empiric study was conducted in the Integrated Program for the Recovery of Degraded Areas (PIRAD), undertaken by the State Foundation for Metropolitan and Regional Planning (Metroplan) in Rio Grande do Sul State. It involved document analysis, participant observation, semi-structured interviews with technicians and beneficiaries, and a case study in one of the communities involved. The articulation between public policy, local development and participative methodologies generated results that contribute to a sustainable and liberating overcoming of poverty by strengthening the participation of the population as co-administrators of the program, of the activation of local resources and of articulation of sectorial actions in the territory.

Dispersed and subordinate actions still predominate in programs designed to overcome poverty. The integrated and sustainable local development, used in public policy as its basis and methodology, promoted the strengthening of the people’s participation as co-manager, the intersectoral articulation of programs and the activation of endogenous resources in the territory, giving an emancipatory and sustainable dimension to the results.

As fraturas da sociedade salarial e o aumento da precariedade de vida levam diferentes setores a se engajarem em acoes sociais. O artigo analisa o papel das corporacoes no enfrentamento dos problemas sociais a partir de um debate sobre o tipo de racionalidade subjacente ao modelo de desenvolvimento globalizado (pautado na razao indolente de Boaventura de Sousa Santos) e da analise da imbricacao da economia na estrutura social (atraves da sociologia economica). Os resultados demonstram que, apesar de alguns avancos historicamente consolidados, praticas consideradas inovadoras por parte das corporacoes encontram substantivos desafios para ultrapassarem o nivel da compensacao, o que se relaciona com a permanencia dos principios da racionalidade mercantil. O estudo conclui que a genuina inovacao social necessita considerar uma perspectiva de desenvolvimento e inovacao baseada nas liberdades substantivas dos seres humanos.

The article examines some of the prerequisites for the emergence of associative entrepreneurial ways and some factors that have focused on their effectiveness in terms of solidarity and efficiency. The field research was conducted through visits to cooperative ventures in rural and urban areas: three from the segment of collection and sorting of recyclable waste, three rural and two microenterprises, besides visits to organizations that provide support of microentrepreneurship. It is concluded that the improvement of living conditions of the entrepreneurs involved and the activation of organizational, relational and troubleshooting capabilities are important elements. In the context researched, the organization in groups has been a factor that enables entrepreneurs to cease being easy prey for a system of uneven and predatory economic growth, to transform themselves into leading actors of a more caring and sustainable way of producing and living, swimming against the tide of globalized capitalism.
